Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: 'MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose'. Among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, works with the press to help clarify the technically complex work of the IAEA, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Office of Procurement Services procures goods and services with over 200M Euros in spend, a third of the value is for delivery to counterparts in Member States, and the remainder is for delivery to the IAEA's Headquarters in Vienna, and its field offices and laboratories. The Division procures among other specialized construction services, the disposal of spent nuclear fuel and other radioactive material, accelerators and cyclotrons for medical purposes, equipment related to radiation detection, laboratory supplies, analytical instruments, isotopes, nuclear imaging and radiotherapy, hydrology, and nuclear safety and security.

Main Purpose

Reporting to the Director, the Senior Procurement Officer is responsible for the procurement of a variety of commercially-available goods and services for leading the team of professionals.

Role

The Senior Procurement Officer is the contracting and negotiating authority within delegated limits. Specifically, he/she is:

  • a Substantive Expert and Project Lead in the procurement of a wide range of commodities and services;
  • an agent promoting the principles of best value for at all stages of the procurement cycle;
  • a Change Agent reviewing the existing and developing new policies and procedures, and ensuring the buy-in of internal stakeholders;
  • a leader and manager, providing guidance and managerial support to the team, and planning resources in the most efficient and effective manner.

Working Relationships

The Senior Procurement Officer interacts and negotiates with government officials, international service providers, and representatives of commercial organizations to procure goods and services.

He/She collaborates with Technical Officers and Project Managers to define product/service requirements, propose Procurement Strategy, provide advice during the procurement evaluation (including Total Cost of Ownership), and track reliability and maintainability of delivered equipment, and resolve performance issues.

Functions / Key Results Expected

  • Lead, guide and manage an innovative and effective team of Professionals and Assistants during the whole procurement cycle. Based on future programmatic requirements, shape a flexible workforce with the right skills mix through recruitment, learning opportunities, broad work assignments, and cross training.
  • Serve as subject matter expert for world-wide procurement, lead the research and analysis of the market, the demand, stakeholder's requirements for multiple commodities with large spend, develop standards and criteria for the evaluation of goods, services and suppliers and develop and implement a variety of procurement strategies.
  • Initiate and follow through on complex procurement projects.
  • Prepare complex Procurement Plans and develops a Procurement Strategy for the assigned sector.
  • Prepare and issue tenders and drafts and negotiates contracts for goods, equipment and services.
  • Lead the evaluation committee members, ensures that different options and outcomes are considered. Document results in a procurement plan and exercises signatory authority for procurements up to EUR 150 000.
  • Award and manage the contract during the post-award period by monitoring completion timelines and approved contracted budget, ensuring key performance indicators are documented and tracked. Meets with Vendors to discuss performance issues that may have occurred.
  • Lead procurement for several sectors and serves as the subject matter expert for world-wide procurement of a variety of equipment, supplies and services with complex contracts and critical proposals of a significant financial, legal or operational impact.
  • Keep abreast of best practices and makes recommendations for continuous process and policy improvements.

Qualifications and Experience

  • Master's Degree - in Business Administration, Public Administration, Commerce, Engineering, Science, Law, Finance or other relevant discipline.
  • A minimum of seven years of progressively responsible professional experience which at least 3 at the international level.
  • A minimum of three years of experience in supervising staff.
  • Demonstrable experience with Excel, pivot tables, and other analytical tools.
  • Sound knowledge of ERP systems, logistics and international trading practices and some sectors related to the Agency's mandate is an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $ 68294 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29708* , dependency benefits, rental subsidy , education grant , relocation and repatriation expenses ; 6 weeks' annual vacation, home leave , pension plan and health insurance .
