OBJECTIVES OF THE PROGRAMME :

The objective of the ISS programme is to manage, develop and maintain WHO facilities, buildings and related services in a safe, efficient, cost-effective and environmentally sustainable manner.

The incumbent reports to the Coordinator ISS and works closely with both the Building Management Officer and the Special Construction Projects Officer, as well as liaising with the outsourced facilities management team and with other external providers and authorities as required.

Description of duties:

  • Organize, plan and monitor the management of building maintenance and operations at the contractual level and at the level of quality and timeliness.
  • Provide guidance, coordination and financial monitoring for the work of the outsourced facilities management company
  • Prepare and write technical documents (technical specifications, tenders, technical controls).
  • Monitor and report on studies and estimates of suppliers (prime contractor, agents, or company) with respect to specifications.
  • Organize and coordinate the activities of different technical and operational services at WHO.
  • Coordinate and monitor the work of external providers.
  • Perform financial monitoring of operations and check the conditions and statements of work.
  • Establish methods and procedures complying with standards and laws and ensuring the security and safety of people and property.
  • Keep up-to-date with relevant technology and standards in the field, and maintain specialized technical documentation.

REQUIRED QUALIFICATIONS

Education:

Essential:

Bachelor's degree or equivalent in engineering, construction, facilities management or closely related field.

Desirable:

Masters degree or equivalent in engineering, construction, facilities management or closely related field would be a significant asset.

WHO only considers higher educational qualifications obtained from an accredited institution.

Skills:

In-depth knowledge of different building techniques and administrative logistics.

In-depth knowledge of electrical, gas, heating, and air-conditioning installations, and of building control and security.

General knowledge of building structures.

In-depth knowledge of technical building management and overall management of a property portfolio (facilities management).

General knowledge of relevant budgetary and financial rules.

General knowledge of procurement and processing of tenders.

Knowledge and experience in the area of contract management.

Knowledge of construction and building-related laws.

General knowledge of the rules for public buildings.

Knowledge of rules and technical specifications for special-use spaces.

General knowledge of public procurement rules.

Other skills: General knowledge of specialized software for this domain.

Knowledge of the professional WHO organization and environment, and of the functioning of international organizations, including an understanding of establishing priorities regarding future directions and ongoing projects.

Experience:

Essential:

A minimum of 2 years practical experience, which should include experience such as

  • Managing implementation of techniques of construction, maintenance, adaptation, and building security
  • Evaluating site needs for equipment and layout.
  • Researching and defining appropriate technical solutions.
  • Developing and implementing working procedures and methods.
  • Planning team activities according to priorities.
  • Conducting cost analysis: producing and presenting balance sheets and figures on operations and logistics.
  • Achieving specified costs for maintaining and operating buildings.
  • Establishing and monitoring building maintenance and operations.

Desirable:

  • Implementing work safety regulations and standards for public buildings, high-rise buildings, and classified facilities.
  • Applying construction and housing and town planning codes.
  • Implementing regulations regarding public procurement.

Languages:

Essential:

Expert knowledge of French and intermediate knowledge of English.

This vacancy is published in English only.

WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.

Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

Annual salary: (Net of tax)

USD 47292 at single rate

USD 50420 with primary dependants

Post Adjustment: 99 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
