Purpose of the Position

Under the general guidance of the Chief, ITSS-KMS, the incumbent has major responsibilities as lead technical advisor and quality assurance Officer for the development, implementation and maintenance of UNICEF's Performance Management and Business Intelligence (BI) systems, custom development and customization for all UNICEF's BI applications/landscapes (InSight/VISION, CRM, eRecruitment, BW, UNICEF data warehouse, data from UNICEF internal non-ERP systems, Open Data dissemination sites). This includes building Dashboards, KPIs, Data Visualizations, Reports, Data Interfaces and Data dissemination services/micro-sites. This also includes enhancements, modifications, reports, forms, custom dashboards, custom applications, Interfaces to internal/external systems and data dissemination sites etc.

The incumbent will lead four staff members and a group of consultants to maintain in-house developed systems. S/He is responsible for establishing, documenting and implementing programing standards and performing quality assurance on programs developed by other analyst/programmers before they are moved to the production environments. The incumbent will also provide expert advice on best practices and techniques for the development and implementation of tailored solutions for the organization and information technology solutions for various business areas of UNICEF.

Key Expected Results

  1. Advises UNICEF staff and Consultants in various BI/Performance Management system development and maintenance phases, e.g. requirement analysis, prototyping, design, programing, testing and evaluation. Reviews specifications for proposed enhancements, reports, formats, to determine technical soundness, cost benefit, ease of maintenance and user-applicability.
  2. Designs database architecture, data warehouse, data marts, business intelligence solutions and custom applications based on business requirements and specifications. Manages projects to completion on schedule with BI team members and business partners. Oversees development of interface specifications, programs, utilities for Data Dissemination interfaces between SAP, UNICEF data warehouse, custom web applications and other systems both internal and external to UNICEF.
  3. Oversees quality assurance of programs, procedures and documentation within BI team; promotes utilization of standard methodologies that will render productive systems designs and programming techniques among other ICT staff. Ensures that development teams are complying with BI/SharePoint systems development standards and methodology. Assures that all new developments are in compliance with restrictions set forth by vendor/licensing agreements.
  4. Keeps abreast of developments within the area of information technology and advises supervisor on new application areas and technology. Evaluates software prior to purchase and recommends procedures for subsequent installation, integration training. Advocates and provides new information technology solutions for business needs of UNICEF users. Promotes adaptation of BI solutions through training and presentations.
  5. Liaises with vendors and business partners to report and follow-up on product issues and coordinates resolution. Researches databases and documentation provided by vendors to identify best- possible solutions. Monitors problems reported by other members of the team, to assure they are being followed-up upon adequately.
  6. Performs any other relevant duties requested by supervisor, including acting as OIC for the section, supporting strategic planning processes, supporting technical architecture initiatives, etc.

Qualifications of Successful Candidate

  • An advanced university degree (Master's) in business administration, engineering, computer science, or a directly-related technical field(s) is required.*
  • A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience in system analysis, design, development and implementation and/or other directly-related technical fields (as identified below), may be taken in lieu of an advanced university degree (Master's).
  • A minimum of eight (8) years of relevant work experience, at the national and international levels, in supporting geographically-dispersed IT systems within ICT business process, user requirements analysis, systems integration (development, implementation and operations), systems administration, and applications development is required.
  • Prior knowledge and hands-on experience in architecting, developing and integrating business information applications using Microsoft and Web Technologies, C#, Dot Net, SAP BW/Data Warehouse is required.
  • Previous experience in implementing Business Information Toolsets, Dashboards and KPIs is highly desirable.
  • Previous hands-on experience in a multivendor application development environment, Mobile and Web application frameworks, is highly desirable.
  • Knowledge of development tools such as Javascript, Jquery, ASP, XML, XSLT, Python, PHP, APIs and open standards is highly desirable.
  • Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
