Purpose of the Position

The incumbent of this post will provide technical guidance and leadership with regard to infrastructure support and technical development for the UNICEF Intranet/Extranet and knowledge management initiatives.

The incumbent will be responsible for providing technical services and tools to the business community to identify, create, represent, and distribute knowledge for reuse, awareness, ensure consistency in good practices, and learning across UNICEF organizations and for developing the policies and procedures related to the technical aspects (hardware, software, security, administration, monitoring, operational support, and backup and recovery) of all UNICEF Intranet/Extranet and knowledge management application environments.

The incumbent will be working with the Intranet governing body, provide technical leadership, coordination, and support to Intranet/Extranet development, collaborative initiatives, document management, records and archive systems, enterprise search, audio/video streaming as well as any externally hosted solutions. The incumbent will also be working with the DOC design team, oversee the standards for Intranet/Extranet development and design. The incumbent will also be working with the Regional ICT Officers and other field staff, coordinate the development of requirements and specifications for global information management related applications. The incumbent also will coordinate and manage the work plan for Intranet/Extranet and knowledge management initiatives. Moreover, the incumbent will work very closely with the section chief.

Key Expected Results

  1. Provide technical direction and project management all of the application and database development for the ECM (Intranet/Extranet and knowledge management) initiatives. Oversee the development of policies and procedures for the creation, administration, and management of web and mobile enabled applications for all UNICEF ECM (Intranet/Extranet), field offices, and National Committees projects. This includes security, data replication, naming conventions, and the UNICEF global directory. Provide technical guidance on analytical tools to monitor Intranet/Extranet applications and website usage. Working with the ECM (Intranet/Extranet) governing body, developers, and content owners, coordinate the development of new Intranet/Extranet sites and custom web applications. Working with software vendors, database administrators, developers, and the ECM governing body provide the technical direction for the migration of the UNICEF Intranet/Extranet content to new versions of the underlying application and/or database. Ensure that field offices are provided with the correct technical guidance and advice.
  2. Provide technical direction and project management for the information management infrastructure which includes the ECM (Intranet/Extranet and knowledge management) initiatives. Oversee the research, analysis, and testing of new ECM related software and applications. Oversee the creation of documentation for all infrastructure standards, guidelines and procedures with relation to hardware and software configuration for these environments. Working with the Technical Architecture team plan and coordinate software and application migrations/upgrades. Liaise with the IT Operations team on any issues related to the enterprise management software, application rollout to field offices, and business continuity as it pertains to the Intranet/Extranet and knowledge management areas. For third party hosted software and services, oversee the development of procedures for the security, administration, and performance monitoring.
  3. Provide technical guidance and coordination in terms of infrastructure, application development, administration, security, and monitoring on initiatives related to any knowledge management, document management, e-learning, and information management initiatives. Coordinate all technical issues between UNICEF and third party vendors. Provide technical guidance and support to content project teams in the selection, implementation, and management of externally hosted services related to the knowledge management and collaboration initiatives.
  4. Oversee technical aspects of the hardware and software infrastructure for the enterprise search engine and audio/video facilities as they relate to the Intranet/Extranet. Oversee the development of policies and procedures for the creation, configuration, administration and management of search for the Intranet/Extranet. Working with software vendors, IT staff, and the ECM (Intranet/Extranet) governing board provide the technical direction for the migration of the UNICEF search engines to new versions. Ensure that field offices are provided with the correct technical guidance and advice for implementing search on their Intranet/Extranet websites.
  5. In collaboration with the ECM (Intranet/Extranet and Knowledge Management) governing boards identify new trends, services, and technologies. Research and oversee the testing of promising future web and information technologies for possible use on the Intranet web sites. These areas will include database applications, audio and video streaming, social networking, chat, bulletin boards, multimedia, search facilities, and other web tools. Provide guidelines and instructions on the use of new technologies.
  6. Oversee any inter-agency projects related to UN Coherence. Maintain working relations and information exchanges with the Intranet/Knowledge Management technical staff of other UN agencies.
  7. Performs any other relevant duties requested by supervisor, including acting as OIC for the section, supporting strategic planning processes, supporting technical architecture planning and new initiatives, etc.

Qualifications of Successful Candidate

  • An advanced university degree (Master's) in computer science, information systems, or a directly-related technical field(s) is required.*
  • A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience in system analysis, design, development and implementation and/or other directly-related technical fields (as identified below), may be taken in lieu of an advanced university degree (Master's).
  • Specialized training in database administration, business processes and/or application system development is highly desirable.
  • A minimum of eight (8) years of relevant work experience at the national and international levels, in Information Management is required.
  • Prior knowledge and hands-on experience in architecting SharePoint/Web based software infrastructure and managing SharePoint/Web application development is required.
  • Prior knowledge and hands-on experience in a multivendor application development environment and integration using service oriented architectures and APIs (Applications Programme Interface); knowledge of Apache and IIS web servers' implementation and management, App (mobile and web) development is highly desirable.
  • Previous hands-on experience in managing Web and Cloud based services and applications and integration with enterprise search engines, multimedia hosting services, streaming services, site monitoring/usage analytics, social media/chat and web services and use of tools such as ASP, PHP, Python, CSS/HTML, XSLT and XML, JavaScript, JQuery and Web application development framework is highly desirable.
  • Prior hands-on experience in IBM Domino and Lotus script is desirable.
  • Prior experience in integrating and managing RSS newsfeeds, social media feeds and API, email marketing systems is desirable.
  • Fluency in English (written & verbal) is required.
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
