Head of Enterprise Applications Division

Appointment will be made on the basis of a fixed term contract of 4 years

Purpose

The Head of Enterprise Applications should develop strategies and manage projects and initiatives in the areas of intranet, collaboration & document management and ERP (financial administration, personnel and related topics).

Enterprise Applications is a Division within the IT Department, comprising approximately 20 internal staff members and the same number of external consultants. The role involves promoting an effective partnership with business users, and ensuring the management of projects in order to optimise workflows, communication and collaboration within the EIB.

The Division as a whole should provide strong technical expertise as well as project management skills and business analysis capabilities.

Operating Network

Reporting to the IT Director, works closely with the other Heads of Divisions in IT, with Managers at all levels in other areas of the Bank; with IT Security and with business users who are involved in projects and initiatives led by the Enterprise Applications Division. Externally, he/she deals external suppliers of hardware and software as well as the service provider supplying specific experts for the support of the technologies and project(s) in question.

 

Accountabilities

  • Develop and propose strategies and policies as well as elaborate the architecture and future evolution for business applications in relevant areas under supervision, this includes:
  • Establish and manage the resources and work programmes in the areas under responsibility in line with the agreed strategies for the coming years, in cooperation with the IT Director
  • Lead and coach staff in the Division and ensure learning and knowledge sharing within the Division and across the Department, while supporting change management and innovation
  • Ensure that staff within the division have the right competencies, objectives, skills and motivation in order to realise the formulated IT strategies, in particular business analysis and project management as well as more general technical skills
  • Coordinate, supervise and intervene whenever necessary in the execution of key IT processes related to project management and day to day activities to ensure optimum efficiency and level of customer satisfaction
  • Provide, or ensure the availability of, specific advice and recommendations in terms of risk management, reporting and integration within the Bank to ensure applications are conceived, built and managed in line with EIB requirements and IT standards and methodologies
  • Interface with external parties and peer groups in order to protect the Bank interests and to build co-operation and stay abreast of best practice. Whenever required manage day-to-day relationships with key external suppliers regarding projects and services in own domain 

Qualifications

  • Full University degree, preferably in computer science. A Project Management Certification (either Prince2 or PMP/PMI) would be an advantage
  • Minimum 10 years of relevant work experience, ideally in a mixed IT / business environment
  • Demonstrated leadership skills with experience in managing multicultural teams and working in a team-oriented collaborative environment
  • Good knowledge of market trends and developments in IT related to either  Enterprise Resource Planning (ERP) or Enterprise Content Management (ECM) systems
  • Experience with ERP (preferably PeopleSoft) and ECM (preferably SharePoint, OpenText, Drupal) systems would be a clear advantage
  • Experience in implementing packaged solutions, with an excellent knowledge of IT application development technologies, including databases and reporting tools
  • Excellent knowledge of project management principles and best practices with a proven record of project management success, both in results achieved and in use of methodologies
  • Fluent in English or French and a good knowledge of the other (*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages
