Programme Management Analyst

This appointment will be made on a basis of a fixed term contract of 3 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance. 

 

Purpose

The successful candidate will provide programme management for EIB’s Technical Advice (TA) programmes in the southern Mediterranean basin.  These currently comprise:

  • the Mediterranean Hot Spots Investment Programme - Project Preparation and Implementation Facility II (MeHSIP-PPIF II); and
  • the Southern Neighbourhood Advisory programme for Transport (SNAP-T).

Both are financed by the EC. MeHSIP-PPIF II is part of the EC-led Euro-Mediterranean Horizon 2020 initiative and provides project preparation and development support to priority pollution reduction infrastructure investment projects with the objective to promote adequate and sound water, wastewater and solid waste management in the Southern Mediterranean region.  SNAP-T supports the preparation and implementation of priority transport infrastructure projects of regional and national significance, and in particular the development of the Trans-Mediterranean Transport Network (TMN-T) as well as other priorities such as logistics sector development, road safety and addressing threats to our common environment.  Further sectoral programmes may be added in due course.

 

Operating network

The selected candidate will be part of a team in the Advisory Services Department. (S)he will report to the Operational Manager for the programmes and perform his/her duties in close cooperation with the MeHSIP II and SNAP-T sector experts, the Project Directorate (PJ), investment officers responsible for the EIB’s operations in the relevant countries. Programme Management Analyst will also interact with EU Commision and with relevant external stakeholders. 

 

Accountabilities

Participate in stakeholder relationship management

  • Actively participate in managing relationships with main external stakeholders
  • Manage stakeholder meetings and the production of stakeholder and external reporting
  • Act as an initial point of contact for non-technical issues for stakeholders and wider civil society
  • Lead the development of communications plans for the facilities, and then put in place and maintain relevant delivery mechanisms

 

Provide Programme operational management and reporting

  • Put in place and maintain integrated programme management processes for each facility.  Provide appropriate management reporting as needed
  • Support the selection of projects for assistance and matching them to available resources; maintain an overview of activities under the Programme
  • Manage other budgetary and administrative issues; make proposals to develop/improve systems and methods

 

Funding and other activities

  • Liaise with potential donors to identify and assess possible funding for TA projects and support putting funding in place
  • Support upstream TA fund raising and integration of Programme funding with other available TA initiatives
  • Establish and ensure effective channels of communications within EIB during TA delivery process

 Qualifications

  • University degree in economics, business, political sciencis, engineering or other relevant field
  • At least three years of relevant work experience
  • Experience of working in a developing country and/or with international financing institutions or development agencies would be an advantage
  • Knowledge/experience of transport and/or water sectors would be an advantage
  • Excellent knowledge of English and/or French (*), with a good knowledge of the other. Knowledge of Arabic would be an advantage
  • This position may include limited travel

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
