Project Engineer for the Development and Coordination of the OSI Technology Laboratory, Vienna

Duties and responsibilities: Under the supervision of the Chief, OSI/EP, to: Organisational Scheme for OSI Equipment Testing and Maintenance towards Equipment Certification

  • Propose, within OSI's ESMF, an organisational scheme for the OSI Technology Laboratory to test and maintain equipment related to the developing capability of conducting/using inspection activities and techniques;
  • Suggest the major design elements for this organisational scheme including the inventory, acquisition and authentication of equipment/software/consumables, operational laboratory/field development testing, and routine testing, inspections (checks) and maintenance;
  • Recommend the roles, tasks, resources and schedules required for implementing the major design elements taking into account the available resources within OSI/EP and existing interactions with other Sections of the Division.

Coordination of the OSI Technology Laboratory

  • Coordinate all functions of the OSI Technology Laboratory, serve as point of contact within OSI/EP for activities associated with the laboratory, and provide support to gain synergies across inspection techniques;
  • Prepare a draft and implement approved administrative, organisational and technical procedures relating to the routine operation of the OSI Technology Laboratory including equipment repair and troubleshooting;
  • Oversee, in close consultation with OSI/EP's Equipment and Implementation Officers, activities of OSI/EP's technical staff at the ESMF in support of the development of capabilities to conduct/use inspection activities and techniques and provide this team with technical guidance and hands-on assistance;
  • Provide information on and monitor compliance with applicable regulations concerning the routine operation of the laboratory including handling, use and storage of hazardous substances and radioactive material;
  • Continuously review, evaluate and improve, as appropriate, the organisational scheme for the laboratory;
  • Design and implement a system to archive and catalogue test data gathered by the Section, including spatial data;
  • Regularly report on the work at the OSI Technology Laboratory including written documentation on equipment testing, maintenance, repair, troubleshooting, stocks, and scheduling;
  • Support the Section's work concerning the equipment certification strategy, plans and procedures including the development and review of related technical documents;
  • Actively support and participate in training activities and exercises involving certification, checks, maintenance and/or repair of inspection equipment as well as other activities organized by the Section and/or the Division;
  • Perform other duties as assigned.

Qualifications:

  1. Degree in Engineering, Science, Physics, Nuclear Physics or closely related field depending on overall years and field of work experience;
  2. At least five years relevant working experience in the field of technical development programs and equipment testing and maintenance;
  3. Knowledge of and extensive hands-on experience in mechatronics is required;
  4. Operational experience in developing and testing equipment associated with OSI activities and techniques is a requirement - experience in radionuclide equipment and software for acquisition and analysis of nuclear spectrometry data and/or in noble gas sampling, processing and analysis is an asset;
  5. Experience in planning and running a technology laboratory as well as carrying out hands-on work for testing, maintenance, repair and quality control of measurement systems is a requirement;
  6. Experience and understanding of practical issues related to hazardous substances and radiation protection is a requirement.
  7. Excellent written and oral communication skills in English are essential. Working knowledge of one of the other official languages of the CTBTO Preparatory Commission is an asset.

Remuneration/Contract: CTBTO offers an attractive remuneration package with competitive pay and benefits, as set out in the PTS' policy guidelines governing Short Term Appointments. The level of pay for internationally recruited staff is set within scales comparable to United Nations salaries. The indicative annual net base salary for this particular post includes a tax free salary of US$ 56,766 (single rate), plus a variable Post Adjustment which stands at 43.50% for Vienna, Austria (at the time of publication). The post adjustment is reviewed from time to time in line with the provisions that apply to staff in other comparable International Organizations.

Additional benefits attached to the post include, where applicable, Assignment Travel and six weeks annual leave. The salary offered is subject to deductions of contributions to the CTBTO Provident Fund and Health Insurance Scheme or their approved equivalents.

Short Term Appointments shall initially be made under a fixed-term contract for a period not to exceed one year and may be extended for a further period of no more than one year, subject to the successful completion of the probation period set forth in the Letter of Appointment and annual review of performance and availability of funds.
