ORGANIZATIONAL SETTING

The position is located in the Information Systems and Development Unit which has responsibility for the development of new information applications and systems for the ITC and seeks to provide proactive services to client departments of the ITC in meeting their IT development needs. This Unit is one of two reporting to the Chief of the Information Technology and Systems, the other Unit being responsible for IT Operations. This P-3 position is one of a number professional information systems officers reporting to the Team Leader of the Information Systems & Development Unit.

RESPONSIBILITIES

Under the supervision of the Manager of the Information Systems and Development Unit the successful candidate:

  • Acts as the focal point for Information Technology and Systems for all Web-based and enabled systems developments, including participating in the review of technological developments in the use of the Internet, Intranet, and bespoke portal solutions to meet user needs.
  • Undertakes studies to identify client business and functional requirements and needs and determine the technical feasibility of information systems development projects proposed by client departments, including:
    • Identifying and documenting user requirements and developing requirements specifications
    • Preparing systems development plans and related technical specifications
    • Leading teams undertaking more complex studies and supervising junior IT development staff
  • Analyses, designs, develops and implements information technology projects in close collaboration with clients and either design application systems or manage outsourced projects by contractors to deliver application systems and software to meet organizational and client requirements.
  • Undertakes financial planning and budget management of IT projects for which he/she is responsible.
  • Provides ongoing support to, and maintenance of, relevant IT applications, systems and projects, including development of relevant user manuals and provision of training.
  • Participates as required in the development of IT standards and guidelines.

ELIGIBILITY CRITERIA

EDUCATION: University degree in Computer Science or a closely related field. Industry recognised Project Management certificate. Official training in presentation skills is desirable. Note: A candidate possessing a second-level university degree in Computer Science or a closely related field in combination may be accepted with minimum five years of qualifying experience.

WORK EXPERIENCE: Seven years of professional experience in IT web development, administration and support (including systems analysis, design and project management) including a minimum of two years' experience using SharePoint and third party tools. Experience with a range of software development tools, workflow and trade related applications and operating systems.

LANGUAGES: Advanced English. Knowledge of other UN official languages is an asset

REQUIRED KNOWLEDGE AND SKILLS: In depth knowledge of web technologies, business and IT analysis techniques and methods. In depth knowledge of IT project management techniques and associated tools within the information systems development environment.

DESIRABLE KNOWLEDGE AND SKILLS: Knowledge of SharePoint 2013 and Nintex workflow engine is desirable.

TERMS OF SERVICE

Appointments with ITC are service-limited to this organization. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment.

INDICATIVE ANNUAL SALARY AT THE P-3 LEVEL

Annual Salary (net of tax) Starting from $ 56,091, with annual increments subject to performance.

Post Adjustment

In addition to the above annual salary a monthly post adjustment is paid. The rate as at February 2015 is 99.0% of the monthly salary. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
