Organizational Setting and Reporting

The position is located within the Office of Operations, Department of Peacekeeping Operations (DPKO). The Logistics Officer reports to the Team Leader of the Mali Integrated Operational Team (MIOT). Acting in consultation with the appropriate peer functional focal points within the Department of Field Support (DFS), he or she will serve as the principal advisor to the Team Leader of the Mali IOT.

Responsibilities

The Logistics Officer provides a full range of support related matters, including, inter alia: programme planning, budgeting, organizational design, human resources management, financial services, logistics support issues, communication and information technology services, staff welfare, conduct and discipline, and material acquisition and management issues within the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Within delegated authority, he or she will be responsible for the following duties: In the context of the overall operational strategy and timeline established for MINUSMA and with the assistance of functional experts drawn from the appropriate areas of DFS, the SO identifies essential supporting goals in each of the aforementioned functional areas and develops viable strategies, effective controls and practicable metrics for achieving them within an acceptable level of risk.

  • Liaise between field missions and Headquarters on logistics matters and coordinate day-to-day support of logistics operations.
  • Plan and co-ordinate logistics support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions and other peacekeeping operations.
  • Provide effective and timely planning, oversight, management and coordination of logistics support operations. Ensures effective and timely provision and coordination of diverse logistics support requirements.
  • Integrate and monitors the implementation of logistics support plans at all field missions.
  • Coordinate field requests for assistance with DPKO units, DPA, DM and permanent missions to the UN.
  • Develop policy and procedures documentation for DPKO field logistics support.
  • Participate in or lead technical survey missions and verification missions to troop contributing countries.
  • Ensure the monitoring of DPKO material and personnel movement operations.
  • Ensure that logistics requirements take account of gender-specific needs.
  • Develop plans and procedures for assessing material, staff, troops and their movements, planning and costing of operational budgets.
  • Assume responsibilities of certifying officer.
  • May coordinate and direct a team of staff and/or mentor and supervise the work of new/junior officers.
  • Performs other related duties as required.

Education

Advanced university degree (Master's degree or equivalent) in business administration, public administration, engineering, law or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

At least seven years of progressively responsible professional experience in planning, coordinating and managing multifunctional logistics support operations in a field/ HQ environment is required. Experience in land or air transport, logistic operations in military, commercial or international organisations, or a related area is required. Logistics planning experience in a complex operational environment is required. Experience within the context of a humanitarian relief, military, emergency management, peacekeeping or disaster relief operation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
