Purpose of the Job

To support the Employer in overseeing technical and quality aspects of construction activities within area of responsibility, supported by site teams at each contract, geographic location or for a system.

Principal Accountabilities

Has delegated duties and responsibilities of the Supervisor under NEC3 ECC, where agreed with the Employer.

Supporting the Employer in relation to the following:

  • Reviewing and accepting contractor technical submittals, (including method statements and work package plans where obligated by third party agreements only). Coordinating support for input to this activity from Field Engineering, HSE, Quality and Construction Manager.
  • Assisting the Engineering Manager in maintaining configuration control of site, Checking the contractor has the latest approved versions of all technical documents, with the support of the Site Administrator.
  • Leading the Field Engineering input to the RFI/NCR/FCD process and where required coordinating input from the Technical Director’s discipline specialists.
  • Providing input into engineering solutions/field sketches/specifications to resolve site based queries, with support from Field Engineering – and elevating issues to the Engineering Manager requiring design authority for interpretation or approval of design changes or non-conformances which constitute design changes.
    Keeping the Project Director, Construction Manager and the Field Engineering Manger informed of technical issues on site.
  • Monitoring the contractor’s compliance with Environmental, Safety & Health requirements, escalating issues and seeking intervention where required. 
  • Monitoring and supporting the contractor in ensuring that proper processes are identified and implemented to achieve contractual quality compliance with the Works Information Part 20 “Quality Requirements” and Part 13 “Records to be Provided” and elements of Part 14 “Management and Administration of the Works”.
    Acting as the point of contact with the Contractor’s Quality Manager.
  • Providing input to the review and acceptance of the sub-contractors’ and suppliers’ Quality Plan, lead by the Area Quality Manager.
  • Reviewing and accepting Construction Certificates.
  • Reviewing the Contractor’s Inspection and Test Plans (ITPs), compiling comments, and validating the required Witness, and Review points based on the respective technical and quality specification of the contract and applicable code requirements (supported by the Area Quality Mnanger).
  • Providing technical direction to the Field Engineer’s for inspections and tests.
  • Monitoring the contractors compliance with their ITPs and partakes in some witness and review points, seeking support as required from the Technical Director’s discipline specialists.
  • Managing the NCR and Snag List process at contract level seeking input as required from the Technical Director and other specialist functions in evaluating conformances and assessing contractor recommended dispositions.
  • Providing input to the Business Manager on costs to be disallowed related to quality issues and NCRs.
  • Discharging its duties under the CDM Regulations 2007, complying with the CRL management arrangements for CDM, within their area of responsibility.
  • Co-operate with Crossrail in all matters relating to health and safety, including following safe working procedures at all times.
  • Act as a role model for Crossrail’s vision and values, behaving in ways that are in alignment with Crossrail’s Ways of Working.  Encourage and support others to do so too.

  • Building effective working relationships at the appropriate level within the contractor’s team.

Dimensions & Interfaces (both internal and external)

Key working relationships:

  • Reports to the Project Manager.
  • Supervises field engineers assigned to project team.
  • Works closely with construction management and site management staff, lead field engineer, area quality representatives, engineering manager and document controllers.

Person specification

  • Degree qualified engineer or equivalent experience.
  • Experience of managing the construction of significant value packages of work on comparable major project infrastructure works.
  • Significant knowledge and experience of construction quality systems and processes.
  • Knowledge of project controls processes.
  • Significant knowledge and experience of site-based ES&H processes and procedures/regulations.
  • Experience of supervising and administering subcontractors.
