The Secretariat of the WTO is seeking to fill the position of Senior Application Engineer in the Information Technology Solutions Division.

General Functions

The incumbent will act as a Technical Lead on the Documents, Management and Operations System project (DOMOS) and will be required to perform the following essential functions:

  1. Undertake Systems Analysis and Software Architecture/ Design; Prototyping and Development; Systems integration with third-party applications; Database Design and Administration. Assure compliance of technical solutions with the WTO Architectural and Technological Standards and the Business Strategy. Leverage implementation of readily available solutions wherever possible.
  2. Implement and maintain complex, large-scale IT solutions that are designed in line with the business requirements, described in 50 + Use Cases using BPMN (Business Process Modelling Notation). Participate in all system development life cycle phases of RUP (Rational Unified Processing): Interpretation and understanding of requirements, System Design, Coding, Application Testing, Integration, Implementation, Documentation, Support and Maintenance.
  3. Responsible for assignment and synchronisation of technical tasks among the Project Team and provide support and advice to junior developers and operational teams.
  4. Proactively report on project status (activity plan, issues and risks).
  5. Ensure that proper documentation is created and maintained.
  6. Conduct testing and apply quality control procedures.
  7. Conduct training to user if needed.

REQUIRED QUALIFICATIONS

Education:

Advanced university degree in computer science or equivalent.

Knowledge and skills:

Proficient knowledge of the following Information Technologies: .Net, C#, ASP.net application framework, MS SQL Server programming and administration (Data storage, access, analysis, etc.). Excellent knowledge and skills in systems analysis and modelling, design and implementation. Excellent knowledge of database design and implementation .

The incumbent must be a team player (working effectively within various teams inside and outside the IT division). He/She should be service-oriented, hands-on, well-organised and have the ability to manage stress.

Excellent verbal and written communication skills to interact with all stakeholders of the DOMOS project. Capability to communicate complex technical information to non-technical audiences. Demonstrated ability to fully document technical specifications and related project or systems level documentation.

Work Experience:

Minimum 5 years of relevant experience, with at least 3 years of experience designing and implementing large-scale and large volume systems in: .Net Framework, C# development, HTML, ADO.NET, MVC and Entity Framework, BPMN and RUP JavaScript/JQuery programming, Internet and Intranet applications development, Webdav, HTTP, XML, Business intelligence.

Proven experience in developing technical architectures and proficiency in implementing complex business logic requirements for large-scale applications, i.e. high volume, complex rules, high availability and high performance.

Experience in project management, IT Security and/or IAM technologies will be an asset.

Languages:

Excellent knowledge of English including very good drafting skills. Working Knowledge of French and/or Spanish would be an asset.
