Organizational Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Poverty Environment Initiative (PEI) is a joint UNEP and UNDP global programme working in over 20 countries including 3 countries in ECIS (Armenia, Kyrgyzstan and Tajikistan). Working with non-environment agencies, PEI aims to highlight the economic and sustainable development importance of good environmental and natural resources management. PEI regional teams are responsible for overseeing and managing country-level implementation; promoting inter and intra-regional cooperation and capacity development; linking and elevating national and regional-level results to global platforms; forging partnerships within the UN and with organisations in the region to promote PEI; and increasing knowledge management and south-south learning. This post is located in UNEP/DEPI at the Geneva duty station.

Under the overall supervision of the Chief Technical Advisor, the incumbent will perform the following duties:Responsibilities

  1. UNDP-UNEP Poverty Environment Initiative in Europe and Commonwealth of Independent States ( PEI ECIS) program:
    • Lead regional and country-level work planning and budgeting in collaboration with the UNDP Country Office (CO) and government colleagues.
    • Advise PEI teams and counterparts on strategic and implementation issues.
    • Ensure efficient management oversight and reporting of the PEI country programmes.
    • Attend programme steering committees in lead PEI countries.
    • Support PEI and Partnership for Action on Green Economy (PAGE) international consultants in their country work in assessments, studies and sector-specific interventions.
    • Support evaluations and studies of country programmes, monitoring and measuring impacts and results as well as value for money.
    • Maintain development partner support in countries measured by rising country-level bilateral funding.
    • Provide and supervise inputs into annual reports, progress and financial reports, and reports to donors, including reporting for the UNEP Programme of Work.
  2. Regional Communities of Practice Developed and Functioning:
    • Support the development of south-south learning and exchange programmes.
    • Work with communication teams in Nairobi to better communicate lessons learned in the Region.
    • Assist in the development of knowledge products.
    • Promote the PEI partnership within UNEP specifically looking at the areas of Green Economy and the gender dimension of GEO.
    • Coordinate the PEI regional steering committee meetings.
  3. The Green Economy Team:
    • Support PAGE implementation in Mongolia and other countries, in particular all PAGE partner agencies' delivery of technical assistance services offered to/requested by the government.
    • Facilitate efficient communication, implementation arrangements and networking with national counterparts, in particular with the Ministry of Environment and other key line ministries that are members of the PAGE Inter-agency technical Committee.
    • Help PAGE mobilize commitment and partnerships for implementation. Lobby for linkages with the action of government and development partners' similar interventions.
    • Lead the scaling up with other UN programmes: in particular with PEI, the UNDP country team and other UN system coordination efforts around green economy.
    • Support PAGE initiation in countries of the Europe and Commonwealth of Independent States (CIS) region when requested by respective governments and help liaise all PAGE partners with relevant government officials and UN Country teams.

Education

Advanced university degree (Master's degree or equivalent) in economics, business/public administration, social studies, environmental studies, agronomy or forest management. A first university degree with a combination of two additional years of professional and academic qualifications may be accepted in lieu of the advanced degree.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. At least 5 years at a senior managerial position in a national administration. Experience from regional or international environmental organizations or networks required. Diplomatic skills and sensitivity essential.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an asset.

Assessment Method

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
