Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world; three Support Divisions: (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical Support; and the Office of Safeguards Analytical Services. The Division of Concepts and Planning is responsible for strategic planning, programme analysis and resource management for the Department and the development, design and standardization of safeguards concepts, approaches, procedures and training.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.

Main purpose

Reporting to the Deputy Director General for Safeguards, the Director of Concepts and Planning has overall responsibility for all aspects of the developmental, technical and administrative work of the Division and for the efficient and effective management of its human and financial resources.

Role

The Director is: an adviser to and coordinator for the Deputy Director General on issues such as strategy and policy; a leader, providing general strategic direction and motivating staff in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; a manager of the human, financial and material/equipment resources assigned to the Division.

Partnerships

The Director engages with senior staff in the Department and within the organization on strategy and policy issues, standards, procedures, reporting monitoring, assessment and resource mobilization related to conceptual development, implementation support and planning activities. The Director provides authoritative guidance and engages in discussions and negotiations with counterparts in Member States, members of the Agency's governing bodies, and advisory groups on safeguards development, implementation and planning issues.

Functions / Key Results Expected

  • Lead the Division of Concepts and Planning, providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance, in the Division's programme areas: (i) leading departmental strategic planning activities; (ii) development of safeguards concepts and approaches; (iii) design and improvement of departmental processes; and (iv) training of safeguards staff and personnel from Member States.
  • Support advisory and policy making bodies including the Director General's Standing Advisory Group on Safeguards Implementation.
  • As an active member of the Department's senior management team, contribute vision and technical expertise to the formulation of safeguards policies, strategic planning and development of innovative approaches to strengthen the efficiency and effectiveness of the safeguards system, and implement such policies at the Divisional level.
  • Lead and manage the human and financial resources assigned to the Division in an effective and efficient manner, including the planning and assignment of resources, the implementation of planned activities and assessment of the outcome.
  • Establish and promote implementation of Departmental policy and strategy at the Divisional level, including knowledge preservation and growth, and quality management.
  • Promote compliance with the Departmental quality management system in the Division.

Education

  • Advanced university degree or equivalent in nuclear chemistry, physics, engineering or a related field.

Experience

  • At least 15 years of experience at senior level in safeguards, nuclear material safeguarding and nuclear material control or in fields of direct relevance to the above responsibilities.
  • Proven track record of excellent leadership and experience in managing staff and financial resources, including the ability effectively to lead and motivate large work teams in a multicultural environment.
  • Demonstrated experience with strategic and operational planning.
  • Proven track record in high level negotiation and representation.
  • Experience with (and knowledge of) international nuclear material safeguards concepts, policies, practices and technologies and of the legal instruments upon which IAEA safeguards are based (e.g., comprehensive safeguards agreements, additional protocols), including an understanding of the challenges facing the Agency's safeguards system.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $ 96540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 43733* , dependency benefits, rental subsidy , education grant , relocation and repatriation expenses ; 6 weeks' annual vacation, home leave , pension plan and health insurance .
