Consultant - GCI Evaluation, Vienna

Assignment:

In preparation for the next Global Communications Infrastructure (GCI) contract, the Provisional Technical Secretariat (PTS) issued an Expression of Interest (EOI) for the Commission’s GCI. A number of proposals were received from interested companies. The scope of this EOI is strictly limited to technical aspects.

A preliminary review of submissions from some suppliers has been completed and in order to complete the evaluation on time, a consultant who can dedicate a fixed amount of time to this complex task, is needed. The consultant shall also draft a suitable report that can be used as a framework for the development of a technical Terms of Reference for GCI III. The nature of this work is a complex task mixing the role of an evaluator in a competitive bidding -who must identify the relevant offerings in a mass of literature-, and act as a writer of a Terms of Reference who must put together a cohesive and comprehensive design and a set of requirements. It requires strong familiarity and experience with the wide range of technologies, products and services available in the satellite, terrestrial and Internet service sectors.

Duties: Under the supervision of the Chief, Operations Section:

  • Assist in summarizing and evaluating the following types of information:
    • To identify suppliers capable of providing the technologies, solutions and services for the provision of GCI III;
    • To gather information on innovative technologies, solutions and services available in the market that could be employed for the next generation of the GCI;
    • To identify which of the current technologies, solutions and services in the current GCI II can be retained for the next generation of the GCI, and which ones should be changed with newer technologies, solutions or services;
    • To assess supplier acceptance of various strategies for packaging the provisioning, operation and maintenance of the next generation of the GCI;
    • To identify relevant corporate and individual certifications, qualifications and capabilities that could be built into the Terms of Reference of the next generation of the GCI.
  • Review, extract and collate information, and make comparative assessments of the EOI submissions according to the bullet points in the main duties and responsibilities.
  • Prepare written reports in Microsoft Word format and a presentation in Power point format covering the findings and recommendations of the technical evaluation, including inputs from staff.

Qualifications:

  1. Advanced degree in Electrical Engineering or a Telecommunications related field. A first level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree;
  2. 10 years+ of engineering experience in managed network services, telecom or broadband;
  3. Outstanding interpersonal, communication and analytical skills;
  4. Knowledge of the current state of the art and of commercial offerings in satellite communications technology and terrestrial long-haul communications technology;
  5. Thorough knowledge and familiarity with all common types of enterprise Wide Area Networking technology and associated industry providers;
  6. Able to work independently and generate results based on strict timelines. Proven experience with requirements identification and analysis;
  7. Solid time-management skills;
  8. Professional working knowledge of Microsoft Office applications and ability to produce high quality reports and presentations;
  9. Ability to give professional presentations to Senior Management and provide high level recommendations;
  10. Familiarity with globally distributed networks in the context of International Organizations would be an advantage;
  11. Excellent oral and written communication skills in English.
