Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof.

The Nuclear Security of Materials and Facilities Section is responsible for activities related to establishing and sustaining nuclear security systems for nuclear and other radioactive material in use, storage and during transport, and for associated facilities. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international legal instruments in the area of regulation, assessment, protection, transport, accounting and control of nuclear and other radioactive material and security culture, as well as assisting Member States in implementing the nuclear security framework.

The Section provides evaluation and assessment services, such as the International Physical Protection Advisory Service, and education and training, develops methodologies and assists security upgrades relating to nuclear and other radioactive material and associated facilities and transport. The Section also provides assistance to Member States in enhancing regulatory frameworks for nuclear security. In so doing, the Section organizes a large number of evaluation missions, training courses and workshops and convenes technical meetings for methodology development.

Main Purpose

Reporting to the Director of Nuclear Security, the Section Head ensures the planning and implementation of projects related to prevention within the IAEA's nuclear security programme, overseeing the quality and timeliness of the delivery of outputs and verifying achievement and outcomes using performance indicators. The Section Head is also responsible for defining, planning and evaluating separate projects and tasks and identifying the means for carrying these out.

Role

The Section Head is: (1) a manager and team leader, planning, leading and coordinating the activities of the Section, in accordance with Member States' needs, and monitoring their implementation; (2) a substantive expert/contributor, managing projects of particular complexity and/or sensitivity; (3) a coordinator of projects involving IAEA-wide efforts and the participation of experts from Member States and other international organizations or inter-agency collaborative projects within the UN system; and (4) a scientific secretary to international scientific meetings related to a specialized field, overseeing the preparation and editing of scientific reports, manuals, proceedings and other publications that provide nuclear security guidance, as well as scientific or technical documentation and papers for discussions.

Partnerships

The Section Head engages high level counterparts in Member States' institutions for programme planning and implementation purposes to ensure the effective transfer and sharing of technical and managerial know-how and promotes partnership building with appropriate UN organizations, NGOs and other relevant institutions. In addition, he/she meets regularly with the Director, other Section Heads and colleagues of the Department to ensure the effective utilization and integration of all the resources (human, financial and technical) received. The Section Head also works with other technical departments to ensure a coordinated IAEA approach and seamless integration of projects and programmes.

Functions / Key Results Expected

Plans, leads, coordinates, monitors implementation results and supervises the activities of the Section, including — but not limited to — the development of nuclear security guidance, evaluation and advisory missions to States to identify and make recommendations regarding necessary nuclear security system improvements and technical upgrades and to verify the results, as well as making available technical and human support for Member States in their efforts to establish effective nuclear security systems at facilities or for transport.Leads efforts aimed at promoting research and development for improved nuclear security and prevention methodologies.Coordinates training, workshops and seminars on prevention.Supervises and facilitates the implementation of projects included in the Integrated Nuclear Security Support Plans for individual countries.Ensures the continued high standing and recognition of the IAEA in representing the IAEA at national regional and international meetings as required; establishes and maintains contacts with relevant international organizations, committees and scientific societies.

Language

Qualifications and Experience

  • Master's Degree - Post Graduate degree in engineering or physical sciences, or a related technical discipline

  • A minimum of ten years of relevant professional experiences in international security related subjects and IAEA guidance.
  • Excellent leadership and interpersonal skills.
  • Fluency in written and and spoken English essential. Knowledge of French, Russian or Spanish desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $ 81704 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37012* , dependency benefits, rental subsidy , education grant , relocation and repatriation expenses ; 6 weeks' annual vacation, home leave , pension plan and health insurance .

Fixed-term, 3 years (subject to a probationary period of 1 year)
