Background

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.

Tasks and Responsibilities

Under the direct supervision of the Chief, Information and Communication Technology Unit, the incumbent is responsible for the design, planning, development, implementation and operation of Internet and Intranet related services for ODIHR. The incumbent is also responsible for the planning and development of landline and mobile telecommunication systems. Specifically, the incumbent will perform the following duties:

  • Administers the Local Area Network and Wide Area Network (LAN/WAN), ensuring smooth and efficient operation, maintains the LAN/WAN documentation; monitors network performance, carries out trouble-shooting, manages all telecommunication links, Internet / Intranet related services and resources.
  • Responsible for maintaining security equipment (firewalls), designs and implements firewall security policies. Recommends security measures and monitors internet traffic and manages configuration. Manages encryption and corporate VPN.
  • Acts as a System Administrator for the internal and external telecommunication systems. Manages telecommunication voice systems (VoIP): landline and mobile phones, switchboard and phone users' accounts.
  • Creates and maintains related change management documentation and ODIHR Disaster Recovery Plans.
  • Manages internal ICT development and implementation projects within the area of LAN/WAN and communication technology.
  • Manages the LAN related technical reference library. Performs quarterly reviews with respect to LAN / WAN systems, their functionality, replacements and upgrades, and proposes modifications according to the assessment of the requirements. Assists in the evaluation, selection and procurement of all LAN/WAN related computer hardware and software.
  • Acts as a backup administrator for server infrastructure. Responsible for developing framework for application development and support within Intranet and Extranet environments. Administers backend server systems and related database and back office applications.
  • Responsible for system integration of various operating systems including but not limited to MS Windows, Linux, and Mobile devices operating systems.
  • Acts as a liaison between ODIHR ICT and external service providers.
  • Performs other related duties as assigned.

Necessary Qualifications

  • Completed secondary education supplemented by technical training in computer science and related coursework.
  • Five years of relevant practical experience in the field of information technology and telecommunication. Experience in international environment. Excellent knowledge of computer communications packages (i.e. Internet-client site) and equipment.
  • Must have an excellent practical knowledge of TCP/IP, good knowledge of other networking protocols.
  • Ability to identify, analyze and resolve hardware and software problems. Ability to produce appropriate user documentation, templates and hierarchical models to ensure that the Internet/Intranet information platforms developed can be appropriately used, supported, maintained and enhanced.
  • Must have practical knowledge of Cisco IOS Networking systems and products.
  • Must have practical knowledge of Cisco Unified Call Manager and interlinked Cisco services (Voice Messaging, VoIP transmission).
  • Good knowledge of Microsoft Server software family and Microsoft Active Directory infrastructure (configuration and administration).
  • Excellent knowledge of English and good working knowledge of Polish is essential. Ability to communicate clearly and concisely both orally and in writing in the English language.
  • Knowledge of VMware virtualization solution will be an asset.
  • Good communication skills.
  • Ability to work under stress, to take quick decisions in emergency situations and co-operate effectively with people of different national and cultural backgrounds.

Remuneration Package

Monthly remuneration, subject to social security deductions, is approximately PLN 8,400. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Vanbreda International medical insurance scheme (current approximate deduction for a staff member is 46 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
