Information Technology Senior Associate/Associate

Established in 1959, the Inter-American Development Bank ('IDB' or 'Bank') is the main source of multilateral financing for economic, social, and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing countries

The Information Technology Department (ITE) provides the information and technology tools, solutions and services that enable the ongoing operation and management of the Bank. The department is the focal point for the application and governance of information technology and telecommunications, by developing and supporting IT architecture, policies, corporate information systems and IT infrastructure at HQS and COFs. ITE strives to improve access, sharing and management of information throughout the organization to create business value for Bank clients and partners.

The Infrastructure Division of the ITE (ITE/ITI) manages implements and maintains the global information technology infrastructure of the Bank. ITE/ITI is currently seeking an IT Senior Associate / Associate (6/7), with proven expertise in Project Management, Database Administration and, the SAP platform. The candidate must have strong interpersonal skills to work in a high performing team both within ITE and with outside clients/partners as a team leader and team member.

Key Accountabilities

  1. Coordinate the database group to comply with the established Service Level Agreements, quality standards, and enforce and enhance the operational level agreements established with the developer and user communities of the IADB.
  2. Establish, coordinate and provide technical input to projects to improve and comply with ITE and upper management objectives. Collaborate with various Capital Projects providing technical input and guidance in the database area.
  3. Coordinate and lead the database administration of the IADB's mission critical systems. This includes: Oracle RDBMS, SQL Server, and ESSBASE administration.
  4. Design and support of database DBMS and other components for various IT projects. Currently the Bank is implementing a new ERP system (SAP) and Operations platform (Sharepoint) using SQLServer 2012.
  5. Ensure continuous assessment of all inventory and resources, including documentation, to comply with external and internal audit reviews. Implement the DBA Internal Control Self-Assessment, and comply with business continuity standards.
  6. Maintain a consistent relationship with all developers of the DBMS based systems in the IADB.
  7. Contribute as a member of multidisciplinary team and coordinate work within and beyond ITE/ITI.

Qualifications

Education: Master's degree in any of the following related fields: Computer Sciences, Information Technology or related area

Experience: Minimum of four (4) years for Senior Associate and three (3) for Associate of relevant experience with at least (2) years working in SAP related implementations, preferably in an environment similar to the IADBs.

Certifications

  1. Desirable SAP Certification; architecture knowledge and database management for SAP.
  2. Desirable Oracle Administration Certification.
  3. Preferred MCSE SQLServer Certification
  4. Advanced level knowledge of DBMS high availability and disaster recovery capabilities
  5. Medium level knowledge of IBM's Tivoli Data Protection for databases.
  6. Medium level of programming knowledge using Kornshell 93, PL/SQL, Pro*C, SQLLDR, PowerShell

Languages: Fluency in English and proficiency in one of the Bank's official languages (Spanish, French or Portuguese, preferably Spanish).

Technical Competencies

  1. Technical skills to identify, evaluate and implement solutions to existing or potential infrastructure components issues.
  2. Ability to coordinate maintenance and upgrades of infrastructure components and/or applications to ensure minimal impact on users.
  3. Skills to recognize how changes to hardware, applications, databases and operating systems affect existing security components and possible security gaps.
  4. Recommends changes to back-up systems and recovery plans that increases level of automation and effectiveness.
  5. Technical knowledge to manages availability, capacity and performance and troubleshoot hardware and software components as needed.
  6. Technical knowledge to determine standards and procedures for monitoring availability, capacity, performance and addressing existing and emerging issues.
  7. Introduces and manages innovations in business processes and enterprise technologies to meet the strategic needs of clients, while ensuring compatibility with existing infrastructure and security requirements.
