Background

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.

DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.

The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. The program focused on 3 main sectors: community services (community center and outreach activities), protection (risk education and catered assistance to protection cases), and distribution (NFIs and vouchers to new arrivals and most vulnerable). DRC Turkey currently works with one main national partners in Sanliurfa, and in other locations of Hatay and Kilis, DRC implements directly.

DRC Turkey is looking for a Logistics Manager for its operations in southeastern/south Turkey. DRC Turkey does not operate cross-border into north Syria. All activities are conducted in Turkey.

Responsibilities

The Logistics Manager has the overall responsibility for the timely and effective Procurement and Logistical support required for the implementation of DRC project and support services in Turkey.

Specific duties and responsibilities:

Planning and Operation

» Design and implement a sustainable and robust Procurement and Logistics plan for the efficient and effective procurement and logistical support to DRC Turkey projects and support services.

» Oversee the proper control and operation of all the Procurement and Logistics requirements for the DRC Turkey projects and support services.

» Ensuring efficient and timely supply of all items.

» Liaises with program and support staff on Procurement and Logistics matters.

» Responsible for the custody and up-keep of the Emergency Contingency Stocks.

» Implement DRC standard warehouse management procedures for the operation of all DRC warehouses in Turkey.

» Implement the DRC rules and regulations on Fleet Management and oversee the proper control and operation of the vehicle fleet.

» Ensures that all DRC Procurement and Logistics service providers conform with the DRC Code of Ethics

» Ensures all Procurement and Logistics Contract payments are processed in a timely manner

» Provides timely Procurement and Logistics Reports as required

» Participates in regular meetings where Procurement and Logistics is an Agenda item

» Attends internal strategic and planning meetings when required

Organisation, administration and personnel management

» Overall responsibility for the management of the DRC Procurement and Logistics tasks and staff

» Oversee the observance of the DRC Code of Conduct

Monitoring & Capacity Building of Partners

» To train, support, and monitor partner logistics staff ensuring that HQ/donor procurement guidelines are followed.

» To review partner documentation regularly and provide regular feedback and mentoring.

Accountability

» Responsible to ensure that all Procurement and Logistics by DRC and partners is conducted in accordance with the DRC Operations Handbook Chapters 16, 17 and 18, Procurement, Vehicles and Warehousing.

Any other duties as agreed with the DRC Country Director.

Qualifications

  • Degree in Logistics, Supply Chain Management or related field.
  • 5 years of experience in leading and managing NGO logistical and procurement functions.
  • International experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management.
  • Good management skills
  • High computer literacy level with expected proficiency in Word, Excel, PDF, Photoshop and Internet;
  • Experience in procurment of food and NFIs.
  • Experience capacity building and mentoring partners
  • Experience of building and developing the capacity of logistics staff (including partners) through trainings, mentoring support, etc.
  • Excellent interpersonal and teamwork skills, working with different groups and nationalities
  • Fluency in written and spoken English required, and Arabic or Turkish desirable
  • Previous DRC experience a strong advantage.

Conditions

Availability:15 March 2015

Duty station: Antakya, Hatay - Turkey

Contract: 6 months, with 3 months probation period, and possibility of renewal.

Position is a non-family duty station and accommodations will be in a shared DRC guesthouse.
