Operations Manager

Background

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.

The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and livelihood support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation. DRC is currently launching a 12 month UNHCR-funded project in Sanliurfa, including Suruc, in response to the Kobane displacement, focused on distribution and community services activities.

Therefore, DRC Turkey is looking for an Operations Managerto support the management and implementation of part of a project in Sanliurfa whose responsibilities are outlined below:

Duties and Responsibilities

Program Support

  • Organize and oversee general or targeted NFI distributions, ensuring accountability and compliance with DRC and donor requirements
  • Supervise and mentor distribution staff to ensure accountability and full compliance to donor requirements

Capacity Building and Management

  • Assist in building the capacity of field based logistics & procurement staff on policies and procedures;
  • Improve accountability through the implementation of weekly and monthly reporting;
  • Provide general support to Head of Office as required;
  • Monitor overall finance and logistics performance for the office location assigned.

Supply Chain

  • Ensure all staff are trained on DRC procurement procedures;
  • Assist all staff in understanding request formats for procurement;
  • Oversee the development of vendor lists and supplier registration;
  • Assist in finalizing procurement plans and requests for current grants;
  • Oversee the logistics and procurement team’s daily tasks, ensuring that all procurement is carried out in line with DRC procurement procedures.

Fleet Management

  • Oversee the proper usage of daily and weekly car movement tracking sheets and accompanying procedures for vehicle requests;
  • Ensure the staff member responsible for fleet management is following DRC procedures and reporting in a timely fashion; as well as liaising with Hatay logistics staff for vehicle management issues;
  • Ensure the training of all vehicle users on DRC safe driving techniques and introduce accountability for the cost of bad driving (speeding tickets, car damages), in line with DRC policy and in conjunction with the Logistics Manager.

Warehousing/Asset Management

  • Ensure staff tasked with stock control have the appropriate training and resources, in conjunction with the Logistics Manager;
  • Oversee the day-to-day functions of storage in location;
  • Identify key equipment (shelving systems, bin cards) that needs to be ordered/developed;
  • Ensure the staff member responsible for assets compiles field office reports for assets and submit on request and monthly reports for area of operation;
  • Oversee the tracking and recording of all DRC assets and inventory according to DRC Turkey policy and guidelines;

IT and Communication

  • Oversee the IT function in the office, providing support and direction to the related staff;
  • Liaise with Hatay office for any problems, updates or changes in IT and communications strategy.

Any other duties as agreed with the DRC Head of Office Sanliurfa.

About you

To be successful in this role you must have university degree; At least 3 years’ experience managing a logistics department, preferably in the NGO sector; Experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management; Experience in vehicle and fleet management; Experience working overseas in remote and complex locations; Working experience with some or all of UNHCR, BPRM, ECHO and DFID guidelines; Experience of building and developing the capacity of staff through the use of training, performance management frameworks and development plans; Excellent interpersonal and team skills; Excellent IT skills; Commitment to and understanding of DRC’s aims, values and principles; and Ability to work in a multicultural context as a flexible and respectful team player.

Ideally you will also have degree in Logistics, Supply Chain Management or other relevant area; Experience working in the Middle East; Previous experience with DRC. Turkish and/or Arabic language skills an asset.

Conditions

Availability: ASAP

Duty station: Sanliurfa, Turkey with domestic traveling to the different fields of operation.

Contract period:3 months

Position is a non-family duty station and accommodations will be in a shared DRC guesthouse.
