The Business Innovation and Improvement Programme (BIIP) is a three year programme with an objective of transforming UNOPS operations into a smarter, better-integrated set of processes and systems in line with our mission and vision, and the specific objectives of our strategic plan. Due to its strategic importance in UNOPS ongoing quest for excellence the programme will be located in the Executive office and work closely with all UNOPS practices and offices.

In broader terms, the programme will enable UNOPS to: Receive and manage organizational information in a manner that can better support the implementation of our strategic plan, collaboration with partners, and ensure the delivery of value;

Manage and monitor operations, programmes and projects in an efficient manner, while enabling the management of changes in operational as well as organizational contexts;

Streamline support processes and corresponding system functions to enable a seamless flow of information that leaves personnel free to perform greater value-added functions;

Successfully tackle the range of functional challenges we currently encounter and will encounter in the future.

To deliver on these outcomes, the programme will release a suite of integrated products, including a new Enterprise Resource Planning (ERP) system, an Enterprise Project Management system and a Business Relationship Management system.

Functional Responsibilities

With reference to the Systems Design and Configuration Coordinator, the HR Functional Specialist will act as a functional knowledge expert, applying strong knowledge of the HR and payroll modules in Agresso and will, amongst other tasks:

  1. Provide a deep level of functional knowledge and support to ERP Design team and Process Coordinator, including provision of advice to improve business processes and ensure operation of the solution for the HR and payroll processes.
  2. Make recommendations on how to best utilize Agresso HR & Payroll to accomplish strategic business objectives.
  3. Investigate reported application problems and work with the technical specialists to test, diagnose and isolate the root cause of problems. Coordinate further diagnosis and tests as necessary and recommend workarounds where appropriate.
  4. Ensure system documentation relating to HR and payroll processes are fit-for-purpose and meet UNOPS requirements and objectives.
  5. Provide technical advice in the development and review of design activities for system improvements, changes, enhancements and upgrades as they relate to HR and payroll.

The HR Functional Specialist will be involved in the systems design workshops, ensuring the businesses requirements are effectively met and a fit-for-purpose solution established. Thereafter, the HR Functional Specialist will be centrally involved in the hands-on build elements.

In addition to the above, the HR Functional Specialist will have a role in Application Development within the Agresso ERP to ensure that enhancements to the application are undertaken in a carefully planned manner and include the following sub-processes:

  • Define and manage system enhancements to the Agresso ERP to streamline operations and usability, including execution, co-ordination of testing, and sign-off
  • Implementation of new modules
  • Standard change implementation
  • Ad hoc change implementation
  • Design and develop reports within the system
  • Unit testing and integration testing
  • Provide key input and assistance for user acceptance testing
  • Assist in the development of training materials and other guidance
  • Adequately document all work activities, including design specifications and test plans

Education/Experience/Language requirements

Education:

  • Masters Degree, preferably in Computer Science, Information Technology and Information Systems or Management Sciences is required.
  • A Bachelor's degree in combination with additional two years of experience may be accepted in lieu of master's degree.
  • Secondary education in combination with additional six years of experience may be accepted in lieu of a master's degree

Experience:

  • Minimum of 5 years of progressively responsible, job-related experience in the field of information technology and systems, preferably in an international development environment designing ERP systems.
  • Highly proficient with the HR and Payroll modules of Agresso.
  • Experience in the provision of functional analysis and support of an ERP system.
  • Demonstrated analytical and strategic skills to provide advice and improve processes or services for HR and payroll.
  • Substantial experience in the development, documentation and maintenance of relevant standards, guidelines and procedures for HR and payroll processes.
  • Substantive technical experience in Agresso ERP with knowledge of version 5.6 architecture.
  • Good knowledge of Agresso workflow and security, Forms, Report Creator Tool, and Customisation Tool required.
