Purpose of the Position

Under the direct supervision of the Contracts Manager and overall guidance of the Chief of Contracting Centre, the incumbent will have direct responsibility for the contracting for services in support of Supply Division (SD) non-procurement centres service delivery, and support the designing of processes and systems for contractor's performance management. The position holder will require professional contracting for services technical knowledge and expertise and support the Contract Specialist in order to provide contracting for services advice and best practice guidelines to SD non procurement centres, HQs, Regional and Country Offices as well as support to the development of institutional policy and procedures and training material related to contracting for services.

Key Expected Results

Under the general supervision of the Contract Manager, Project Support Unit and the direct supervision of the Contract Specialist (Services), the incumbent is responsible for, but not necessarily limited to the following assigned duties:

  1. Prepare and issue tender, purchase orders, contracts and amendment and maintain up to date the file for the entire process.
  2. Assist in the planning, coordination and implementation of any special contracting for services or any other special project assigned to the Team.
  3. Support the Contract Specialist (Services) in the development of institutional policies and procedures on contracting for services; develop standards and tools and criteria for the evaluation of services.
  4. Under the guidance of the Contract Specialist (Services), provide technical advice and best practice on contracting for services to Supply Division non-procurement centers, New York and other Headquarter Divisions and Country Offices on all phases of the procurement cycle.
  5. Support the Contract Specialist in the development of training material for Contracting for Services and conduct training activities as and when required.
  6. Analyze and evaluate procurement requests and ensure appropriateness of Terms of References/Scope of Services.
  7. Conduct the contracting processes for services for Supply Division non-procurement centers and Business Units including Admin contracts; handle and coordinate all aspects of the contracting processes.
  8. Make recommendations for finalization of contracting processes and award of contracts and when required. Prepare submissions to Contract Review Committee for reviews and subsequent approval by the authorized official.
  9. Carry out market research through expression of interest, internet, UNGM, networks and other methods to broaden the contracting for services supplier base as and when necessary.
  10. Undertake collaboration/partnership initiatives on procurement activities with UN Agencies and other international organizations in areas that will bring value for money to UNICEF.
  11. Provide technical advisory support to Supply Division Non Procurement Centers and COs in the administration and management of service contracts; investigates all claims & disputes arising from service contracts awards and make recommendations for corrective actions.
  12. Act as back up for the role of Contract Specialist (Services) in his/her absence.
  13. Any other duties as may be assigned.

Qualifications of Successful Candidate

Education:

First university (Bachelor) degree in Procurement, Contract/Commercial Law, Business Administration, Economics, Supply Chain Management or related field.

Work Experience:

Two years of relevant international professional work experience in procurement/contracting for high value, high risk and complex procurement /contracting of services. An understanding or working knowledge of the UN or a similar organization/NGO is an added advantage.

Specific technical knowledge (required):

  • Knowledge of the contracting business process for services preferably high value risk inherent complex contracting for consultancy services.
  • Working knowledge of building cases to management and/or Contracts Review Committee for the approval of high value contracting process for services.
  • Technical knowledge (service knowledge, market research/analysis) required for Supply Management/Purchasing/Contracting.
  • Contracts and relationship management skills and expertise.
  • Working knowledge of ERP Systems or Financial Information Management System especially Procurement/contracting modules.

Languages:

Fluency in English is required and knowledge of another UN language is an advantage.
