CALL FOR EXPRESSION OF INTEREST

HRD is issuing a call for expression of interest for the temporary position of Project Manager in INFOTEC (Information and Communication Technologies).

This is an assignment of a purely temporary nature, and it is not expected to lead to a career in the ILO. Duration: 12 months renewable up to 24 months, subject to availability of funds and satisfying performance.

The following are eligible to apply: - Internal candidates in accordance with paragraphs 15 and 16 of Annex I of the Staff Regulations. The Office will facilitate the temporary re-assignment of a selected internal candidate to this position.

  • External candidates. If appointed, the successful candidate will be subject to the terms of Art. 4.2e of the ILO Staff Regulations.

INTRODUCTION

The position is located in the Technology Management Services Branch (TMS) of the Information and Technology Department (INFOTEC), where the following projects will be initiated at the ILO in 2015-2016:

  1. Global implementation of user access management processes (user naming conventions, lifecycle of identities, differentiation of user management roles, standardisation of access rights and other associated security elements);
  2. Implementation of Single Sign On to accommodate a range of Oracle and Microsoft technologies and manage access appropriately;
  3. Outsourcing of Exchange hosting;
  4. Replacement of Novell's ZenWorks with System Centre Configuration Manager;
  5. Implementation of automated desktop and application patching across the Office;
  6. Implementation of replacement for Microsoft Unified Access Gateway;
  7. Move of selected Oracle technologies to external service provision.

The Project Manager will report to the Branch Chief of TMS, from whom he/she will receive guidance.

Description of Duties

Reporting directly to the Chief of TMS, the Project Manager will be responsible for the day-to-day project management and coordination of these seven projects.

  1. Define project objectives, scope and level of effort to ensure that project goals are aligned with business objectives and observe funding constraints.
  2. Plan and coordinate activities of infrastructure projects to ensure that goals or objectives of projects are accomplished within prescribed time frames and funding parameters.
  3. Provide leadership and motivation to project team members throughout the project life cycle. Confer with project personnel, provide technical advice and resolve problems, escalate issues when alternative approaches have been unsuccessful.
  4. Initiate, implement and monitor progress of projects, manage risks to successful implementation and resolve issues with all stakeholders. Develop project management strategies and workplans to keep project stakeholders focused, coordinated, informed and engaged.
  5. Develop quality test plans and supervise quality assurance and user testing. Identify and track issues and risks and manage their resolution. Escalate risks and issues to upper management as needed.
  6. Follow established standards and procedures for project reporting and documentation. Prepare project reports for management, clients or others. Coordinate and respond to requests for changes, create status reports, and modify schedules or plans as required.
  7. Upon completion, assure the complete transition of the project to a supporting entity, along with drafting relevant documentation and lessons learnt.
  8. Define technical Terms of Reference, and qualitative and quantitative evaluation criteria for relevant RFPs and Procurement processes. Participate in evaluation panels and prepare evaluation reports for submission to the Contracts Committee.

Required Qualifications

Education

Advanced university degree in Computer Science, Business Administration, Engineering or a related discipline with an Information Technology focus. Project management certification such as Prince 2 Practitioner or PMI PMP certificate is required. Microsoft certification in Active Directory administration and System Centre Configuration Manager administration is required. ITIL Service Transition certification is highly desirable.

Experience

Seven to ten years of experience working in IT related project management of which three at the international level, including at least five years project managing large or complex cross functional projects. Five years of demonstrated management/supervisory experience in the IT infrastructure arena. Demonstrated experience working with System Centre Configuration Manager, preferably with experience of having migrated away from Novell's ZenWorks. Considerable experience drafting complex RfPs for external provision of infrastructure services, and turnkey project implementations. Technical proficiency in hardware and systems software, as well as recent experience implementing relevant Microsoft packages and working with vendors.

Languages

Excellent knowledge of English and French, with ability to draft in both.

Solid understanding of relevant Microsoft and Oracle Identity technologies. Strong analysis, design and implementation experience with IT infrastructure. Ability to analyse complex user requirements and translate them into specific project deliverables. Ability to present and explain technical information in a way that establishes rapport, persuades others and gains understanding. Strong client focus and ability to manage client expectations and create trusting relations. Demonstrated ability to motivate project team members and to apply skills and techniques to solve dynamic problems. Ability to communicate needs and schedules to IT and clients, as well as ensure that plans are in place and standards are adhered to. Excellent written and verbal communication skills.

Strong team work and interpersonal skills at all management levels. Diplomacy. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.

Additional Information: In order to ensure that project implementations do not disrupt ILO staff during the working day, the incumbent may be required to work outside of normal office hours, and at weekends.
