This is a full time position

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

Within the Buildings and Logistics Department and its Facilities Management domain, the (Senior) Real Estate Officer will manage the contracts and coordinate all activities in relation to Facilities Management Services for EIB Group’s rented buildings in Luxembourg.

The majority of EIB staff is located in Luxembourg, where approximately 3000 workplaces are available in its owned and rented buildings today. The prospected growth and expansion of the EIB will require a substantial increase in additional rented office space.

The Real Estate Management Unit manages the overall space allocation for EIB Group staff and contributes to the Bank’s Real Estate Strategy. The Unit manages projects and provides services in the domain of Real Estate, including market search, contract negotiation as well as the management of lease contracts for rented buildings in Luxembourg. Furthermore, the Unit runs projects and ensures logistical support for the Bank’s external representations.

Operating Network and specific post environment

The (Senior) Real Estate Officer will work under direct supervision of the Head of the Real Estate Management Unit. S/he will provide consultancy in Real Estate matters and will manage the framework contract for Real Estate support. The (senior) Real Estate Officer is the primary contact within BLD/FM for issues and questions in relation to rented premises in Luxembourg.

Internally, s/he will collaborate closely and interface with all entities in the Department, Legal, Office of the Chief Compliance Officer and Procurement. Externally, s/he will interact with service providers, landlords; public/local authorities.

Accountabilities

The (Senior) Real Estate Officer will be responsible for:

  • Contributing to the definition of policies and procedures related to property and lease administration
  • Managing projects and lease contracts for EIB rented buildings in Luxembourg, this includes:
    • Real estate rental market search; commercial/technical valuation of properties
    • Reports and recommendations on selection
    • Contributing to the negotiations of lease agreements and maintenance/service contracts for rented buildings
    • Cost estimates and cost analysis for lease and related services contracts
    • Project management and interface with landlords regarding building specific projects or services.
    • Managing contracts with external suppliers in the Real estate domain in line with the FM contract management guide and the EIB rules and procedures for procurement
    • Contributing to BLD’s periodic activity reporting, dashboards and annual reports
  • Acting as adviser for BLD entities with regard to Corporate Real Estate and Property Management
  • Applying and advising best practices for lease administration and lease contract negotiations

Qualifications

  • A university degree in a relevant domain, including Business, Economics, Management, Civil Engineering
  • A certification in Real Estate is considered an advantage: Certified Property Manager (CPM), Certificate in Construction Project Management, Certificate in Corporate Real Estate and Facilities Management or Property Valuation, RICS certification or comparable
  • At least 5 years of professional experience in corporate or commercial real estate and facilities management sector
  • Experience in commercial valuation
  • Experience in property/portfolio management including technical maintenance and services, preferably in the local market context of Luxembourg and its environs would be an advantage
  • Experience in managing real estate projects in a rapidly changing and growing organisation, with multiple sites and buildings
  • Experience working in a largely outsourced facility management department will be considered as an asset

  • Proficiency computer skills, Microsoft Office including MS Project
  • Experience in CAFM-Software (preferably Archibus, others as well)
  • Fluent in English with good command of French (*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
