Purpose of the Position

  1. Contracts Manager Health Technology Centre (HTC): Under the general guidance of the Chief, Health Technology Centre, responsible for planning, development and procurement strategies for medical and laboratory supplies, including contract implementation and management, monitoring suppliers` performance, worldwide market research and long- term procurement planning in order to achieve the most cost-effective means of procurement.
  2. Contracts Manager Medicines and Nutrition Centre (MNC): Under the general guidance of the Chief, Medicines and Nutrition Centre, responsible for planning, development and procurement strategies for HIV/AIDS and malaria supplies, including contract implementation and management, monitoring suppliers` performance, worldwide market research and long- term procurement planning in order to achieve the most cost-effective means of procurement. Additionally, responsible for promotion of developing customer and donor relations for HIV/AIDS and malaria commodities through Procurement Services from Supply Division.

Key Expected Results

  1. Responsible for leading a group of professionals and support staff. Establishes work plans and sets priorities and measurable objectives for workload management. Ensures team compliance with accountabilities. Provides on-going review and feedback on team performance including required corrective measures. Provides guidance for business development strategy.
  2. Manages procurement of commodities; including proposing method of purchase, LTAs, Regional Procurement, Direct order etc. Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD manual and all other applicable procurement procedures. Involved in complex negotiations and resolving sensitive matters with the industry.
  3. Provides support to COs in guidance to requisitioning CO/RO concerning contractual conditions for purchasing. Provides support to COs in marketing and promotion of PS, including identification of PS opportunities. Assists the COs by advising and discussing PS with partners. (GOs, NGOs, IFIs)
  4. Works in close contact with the business process team in the Director`s Office, defining system and reporting requirements, training needs and ensuring implementation.
  5. Works in close contact with the other centres in the Division, Procurement Services,Warehouse, Quality Control and Finance to ensure pulling in of information needed and the implementation of the procurement cycle.
  6. Responsible for directly handling complex transactions from point of receipt to completion, the complexity to be jointly defined by the Chief, staff member and the other SD officer(s).
  7. Participates in the negotiation of MOUs, ensuring compliance of the request with division procedures and policy.
  8. Releases/signs cost estimates, purchase orders and LTAs, ensuring that the standards are complied with and that the information is accurate with all relevant supporting documents in the file.
  9. Sets up clearly defined working procedures for the standardization of the day-to-day processing of requests, including standard responses to customers, letters and screening procedures in liaison with the other Contracts/Procurement Services Officers.
  10. Identifies training and information needs to improve customer service and reduce processing lead times.
  11. Any other duties or assignments as requested by the supervisor.

Signatory authority for value of USD 100,000.

Qualifications of Successful Candidate

Education

  • Advanced university degree required in Public Administration, Business Administration, Management, International relations, Engineering, Commerce or Law.

Work Experience

  • Minimum eight (8) years of progressively responsible relevant experience in both industrialized and developing country contexts in public and/or private sector.
  • Experience should include management roles.
  • Experience with worldwide procurement, contract negotiations and administration, combined with broader economic knowledge is also required.

Technical Knowledge

  • Knowledge of worldwide procurement and contract management.
  • Procurement expertise in of related commodities and supplies.
  • Computer skills including internet navigation and various office applications.

Languages

  • Fluency in English and proficiency in another UN language is required.
