Organizational Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. The Global Water Operators' Partnerships Alliance (GWOPA) programme is the global mechanism for coordinating water operators' partnerships that has been established and led by UN-Habitat, upon request by the UN Secretary General, to support performance improvement of urban water and sanitation utilities as the main providers of water and sanitation urban basic services. The post is located in the Global Water Operators' Partnerships Alliance (GWOPA) Secretariat Office, Barcelona duty station. Under the overall guidance of UN-Habitat Executive Director and the direct supervision of the Senior Adviser to UN-Habitat Executive Director, on Urban Basic Services (UBS), the incumbent will perform the following duties: Responsibilities

  • Manage the GWOPA Secretariat Office and supervise the Secretariat staff members.
  • Lead the development of the strategic direction of GWOPA and the development and implementation of the GWOPA Secretariat workplan.
  • Lead resource mobilization efforts and liaise with donors and other development partners to maintain political and financial support to the GWOPA Secretariat.
  • Represent UN-Habitat and GWOPA in international, regional, and national fora and with national, regional, and local governmental bodies.
  • Contributing to the Implementation of UN-Habitat work programme.
  • Perform any other related duties as may be assigned.

Education

  • Advanced University degree (Master's degree or equivalent) in civil engineering, urban and regional planning, physical sciences or related area.
  • A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.

Work Experience

  • A minimum of ten years of progressive experience in one or more of the fields of water and sanitation development, sustainable development, global network establishment and support.
  • Proven track record in financial resource mobilization is desired.
  • Experience in Water Operators Partnerships is an asset.

Languages

  • English and French are the working languages of the United Nations Secretariat.
  • For this position, fluency in oral and written English is required.
  • Knowledge of another UN language is an asset.

Assessment Method

  • Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
