Purpose of the Position

Under the supervision of the Chief, Information Technology (IT) Programs and Quality Assurance, the incumbent of this post will assist in the execution of IT enabled Program and Project portfolio management to ensure that products and services align with UNICEF business objectives and performance measures. The incumbent will be the custodian of the IT related policies and will work with IT policy owners to ensure the policies meet organizational standards. The incumbent will also perform programme oversight and information management activities in collaboration with ITSS sections and the project business owners; assist with annual strategic planning and statutory reporting.

Key Expected Results

  1. Ensure consistent and accurate records keeping of all ICT Policies, procedures, standards and guidelines. Drafting and maintaining project management specific policy and guidance. Work with ITSS staff globally to ensure policies are adopted. Assist the Chief of section as ITSS focal point within the corporate regulatory framework program.
  2. Carry out the assigned activities associated with IT Project Portfolio management. Assist with business case reviews and advise on Project Management best practices. Review and validate the ROI (return of investment) and earned value of IT investments. Liaise with business owners to ensure that the execution of projects align with the objectives of the project/initiative; and that projects are managed and reported to the ITSS PMO as per executive quality standards. Generate status/progress reports. Support project governance.
  3. Provide training and support to ITSS staff and business users on the agreed Project Management methodology and/or tools.
  4. Administrate and maintain the PPM tools, including related information and content management tools.
  5. Assist the ITSS Division in the strategic planning processes including Office Management Plans, Annual Reports, Risk Management Reports, Audit Support, Analytics, Research and Performance Reporting.
  6. Any other tasks as assigned by supervisor.

Qualifications of Successful Candidate

  • A first university degree (Bachelor's) in Computer Science, Information Systems or a directly-related technical field(s) is required.
  • Specialized training in related disciplines such as PMI, PMP, Prince 2, Business Analysis is considered an asset.
  • A minimum of two (2) years of relevant work experience, at the national and international levels, in information technology and project management is required.
  • Prior hands on experience in business case development, demand management and IT portfolio management is highly desirable.
  • Fluency in English (written & verbal) is required. Fluency in an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
