Job Description
EMBL-EBI are currently engaged in a programme of work funded by the UK Government to enhance our services and has already seen the acquisition of space within a commercially run Data Centre and set up of an OJEU purchasing framework for IT equipment to run and deliver data services.
In addition to the management of the existing IT infrastructure, the Systems and Networking Team are also responsible for managing the process of implementation of services across all Data Centres and the Framework Agreement operations under which the IT equipment will be purchased over the 2011-2019 funding period.
The Framework Manager will work 23.4 hours per week and report to the LFCF programme manager in the first instance and liaise closely with the Systems and Networking Technical Team Leader on all framework procurement issues.
The core responsibilities of the Framework Manager will include:
- Maintain relationships and communications between the Technical Services cluster teams and framework partners throughout the phases of the Framework Agreement ensuring full understanding of all responsibilities and actions required;
- Ensure good communications are maintained between the LFCF Programme about all aspects of the on-going framework procurement;
- Assist the LFCF project team in any tasks relating to EMBL-EBI onward procurement strategy, whether joining a public framework or extension of the current framework or a retendering procedure;
- Be alert and responsive to the needs of the external stakeholders and review bodies associated with the LFCF Programme to help ensure good coordination and cooperation.

Qualifications and Experience
The successful candidate will be able to show experience procurement processes. If the candidate has been exposed to Data Centre Operations and/or procurement of IT equipment this would be a distinct advantage.
It is essential the post-holder has a 'can do' attitude and the stamina and determination to be part of a very agile and dynamic environment. Excellent diplomacy and communication skills, both written and verbal, are also necessary to this role.
A good working knowledge of Microsoft Word, Excel, PowerPoint, Visio, SAP or equivalent is also required.
