MISSION DESCRIPTION

The purpose of this publication is to set up a reserve list which will be used to cover the present vacancies in the CEF transport units and eventual future needs of the Agency.
Working in INEA is an opportunity for expanding your project management and transport expertise through direct contacts with project implementers and on-site visits to highly visible and complex infrastructure projects in the European Union.

The project manager will be responsible for a portfolio of around 20 transport infrastructure projects in the area of the Connecting Europe Facility. The CEF projects are often big infrastructure interventions or highly innovative transport initiatives with very high relevance and visibility at European level. In this context the project manager shall work autonomously under the authority of a team leader. S/he shall also work closely and collaborate fully with a wider team of colleagues in the Agency and the European Commission and liaise regularly with entities involved in project implementation: Member States administrations, implementing bodies, construction companies and consultants.
S/he shall manage, monitor and evaluate all aspects of the entire cycle of transport projects in his/her portfolio, such as road, rail, air and waterborne transport, transport logistics, innovation and co-modality in the new context of the comprehensive/core network including core network corridors, and/or horizontal priorities such as ERTMS, ITS, MoS, ATM and RIS. This includes the definition of objectives, the evaluation of proposals, the preparation of grant agreements, the monitoring of projects until their final payment and closure, includingadequate feed-back to policy making.

TASKS

Core tasks:
+ SPECIFIC PROJECT/PROCESS MANAGEMENT - Project and process management

 Prepare, manage and monitor calls for proposals/ tenders, and the evaluation and selection of projects, including the selection of experts and allocation of experts to proposals.
 Negotiate technical and financial aspects of the grant agreement linked to the preparation and implementation of the projects.
 Monitor the fulfilment of contractual obligations (via periodic follow-up, including on-site visits, reporting and assistance), and ensure quality control.
 Contribute to horizontal activities of the programme including analysis and feedback to policy DGs.

+ FINANCE - Financial Expenditures
 Maintain an overview of the financial expenditures of projects under his/her responsibility, and provide the necessary assurance on the legality and regularity of all transactions.
 Scrutinise the financial aspects of the projects, in particular with regard to the need and eligibility of costs, including the principle of sound financial management (e.g. public procurement).

Ancillary tasks:

+ QUALITY MANAGEMENT and EVALUATION - Programme/projects evaluation
 Contribute to the analysis and assessment of the results and the impact of the programme and its projects, provide feedback and make suggestions for improvements.
 Assure and contribute to the effective dissemination and implementation of project results.


+ INTERNAL MANAGEMENT and COORDINATION - within the unit /department / Agency
 Represent the unit in contacts with other units and departments of the Agency.
 Co-ordinate specific horizontal activities within the unit, department, and Agency.
 Contribute to administrative development of the management process within the unit.
 Reply to requests for information from the hierarchy and prepare briefings.

+ COORDINATION and CONSULTATION - with other institutions and organisations
 Participate in the co-ordination of activities with external organisations to ensure the success of the projects and the implementation of the programme.
 Maintain/animate appropriate relations with relevant sector actors with a view to optimising programme impact and providing input for EU policy development.

+ POLICY DEVELOPMENT- Contribution to Policy definition
 Contribute to the development by the parent DG of strategy and new approaches to the programme by providing timely feedback and reporting on the lessons learnt from the projects' implementation, results and ex-post evaluation.

+ EXTERNAL COMMUNICATION (general) - Public information (communication and networking)
 Extract and disseminate the results of projects and programmes and present these at the occasion of events organised either by the Agency, the parent DG or by third parties.
 Contribute to papers and internet publications of programme and project results.
 Organise workshops, conferences, etc.

SELECTION PROCEDURE

A - Written test (30 min)
A case study in English designed to test:
 your knowledge in the field of the profile,
 your ability to understand, analyse and summarise,
 your drafting ability.
This test will be marked out of 40 (pass mark: 20).

B – Oral test (30 min)
Interview with a selection board in English to assess:
 your suitability to carry out the duties of a Project Manager,
 your knowledge and experience in the field of Project Management,
 your communication, inter-personal and problem-solving skills,
 your general knowledge about the CEF and related policies,
 your motivation and your ability to adjust to working as a Contractual Agent in a multicultural environment.
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Pass mark: 84 out of 140.
Candidates receiving at least the pass mark (84 out 140), all tests combined, will be included in the reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

 The EPSO letter informing the candidate of having successfully passed the competition.

APPOINTMENT AND CONDITIONS OF EMPLOYMENT

The jobholder will be appointed on the basis of a shortlist proposed by the selection committee.
The jobholder will be recruited as contract staff, in function group IV, pursuant to Article 3a of the Conditions of Employment of Other Servants of the European Communities (CEOS).
The basic monthly salary within this function group will depend on the number of years of relevant professional experience at appropriate level (in function group IV, either grade 13, grade 14 or grade 16).
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed.
The place of employment will be Brussels where the Agency has its activities.
For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.
