MISSION DESCRIPTION

The Financial Engineering Manager shall work autonomously under the supervision of the Senior Financial Engineering Manager and the Head of Unit. He/she shall also work closely and collaborate fully with a wider team of colleagues of the Agency, the European Commission and the European Investment Bank.
He/she will provide technical support to the Commission in the management of EU financial aid in the form of financial instruments. Principally, this involves horizontal tasks, in particular focusing on the provision of advice and expertise to help project promoters develop solutions for their projects that enable the use of EU financial instruments and grants.
The range of tasks supporting the CEF is tailored to each sector, but includes the following activities:
 In close collaboration with all concerned colleagues and parties, analyse, follow-up and provide advice on all financial and institutional aspects of projects and project proposals under his/her responsibility (this also relates to TEN-T programme legacy) .
 Ensure collaboration and co-ordination with colleagues and services in order to disseminate experiences on best practices and lessons learned in the development of structured finance models for eligible CEF projects, particularly in the TEN-T and TEN-E via appropriate means of communication (presentations, articles, workshops, seminars, publications, etc).
 Provision of advisory services to project promoters, notably during the project preparation phase, to improve the participation of the private sector in the financing of individual CEF projects.
 Provide assistance to national, regional or local authorities to facilitate the optimisation of EU funds in the implementation of projects, notably through the use of EU financial instruments.
 Co-operate with EIB or other entrusted entities, on request, regarding technical aspects, in the development, of infrastructure projects and project proposals involving private funding, in particular eligible projects for financial instruments available through CEF.

TASKS

Support to Policy development, coordination and communication
 Co-operate with the CEF parent DGs and other related policy DGs(such as DG ECFIN) and the EIB, on request, in the assessment, development and formulation of EU financial instruments (such as project bonds, LGTT) in order to effectively promote and encourage private financing of CEF projects of common interest.
 Provide technical support to assist the Commission and the Corridor Coordinators in identifying projects of the Core Network Corridors that could make use of the financial instruments and/or use PPP or other project finance models to finance their projects
 Cultivate and maintain contacts with partners and stakeholders and coordinate or participate in networks of excellence, expertise, and knowledge sharing activities.
 Participate where appropriate, in meetings, working groups and task forces with EU institutions, the EIB, Member States and other bodies, such as EPEC, to represent the Agency.
 Regularly review financial instruments and methodology in the domain of transport infrastructure project finance and energy network infrastructure and propose adaptations that would facilitate their use.

Reporting of programmes/projects
 Prepare or contribute to the preparation of replies to questions from the Agency, DG MOVE, Member State authorities, European institutions and the general public on the general, financial, regulatory and institutional matters concerning the participation of the private sector in financing the projects of common interest in CEF and Horizon 2020 under the mandate of the INEA.
 Contribute to the Agency's internal and external reports on progress, by preparing reports and/or contributing to such reports, and by ensuring the regular updating of the Agency's management information systems.
Effective participation and contribution to team work
 Under the leadership and supervision of the Senior Financial Engineering Manager and Head of Unit, carry out his/her tasks in a timely and effective manner and work together with the operational colleagues to support the mission and priorities of the Unit and the Agency. He/she shall also liaise and collaborate with the Agency legal team as required.
 Contribute to the definition of the Unit's overall strategic objectives, work programme and specific objectives of the financial engineering sector.
 Maintain effective communication and share information within the Unit members, in particular the senior financial engineering manager and legal officers, ensuring that they are all aware and regularly informed on all developments related to their work and performance.
 Contribute and adhere to the promotion of the respect of norms, codes of conduct, procedures and control standards.

SELECTION PROCEDURE

A - Written test (30 min) 
A case study in English designed to test:
 your knowledge in the field of the profile,
 your ability to understand, analyse and summarise,
 your drafting ability.
This test will be marked out of 40 (pass mark: 20).

B – Oral test (30 min)
Interview with a selection board in English to assess:
 your suitability to carry out the duties of a Financial Engineering Manager,
 your specialist knowledge in the field of Financial Engineering,
 your communication, inter-personal and problem-solving skills;
 your general knowledge about the Agency and related policies;
 your motivation and your ability to adjust to working as a Contractual Agent in a multicultural environment.
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Pass mark: 84 out of 140.
Candidates receiving at least the pass mark (84 out 140), all tests combined, will be included in the reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

APPOINTMENT AND CONDITIONS OF EMPLOYMENT

The jobholder will be appointed on the basis of a shortlist proposed by the selection committee.
The jobholder will be recruited as contract staff, in function group IV, pursuant to Article 3a of the Conditions of Employment of Other Servants of the European Communities (CEOS).
The basic monthly salary within this function group will depend on the number of years of relevant professional experience at appropriate level (in function group IV, either grade 13, grade 14 or grade 16).
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed. 
The place of employment will be Brussels where the Agency has its activities.
For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.
