Organizational Setting and Reporting

This position is located in the Information and Communications Technology Service, Division of Administration, United Nations Office at Geneva (ICTS). The incumbent reports to the Chief of Service.

Responsibilities

Within limits of delegated authority, Chief, Governance, Risk Management and Compliance Unit is responsible for the Governance, Risk Management and Compliance Unit of ICTS, accountable for the management of governance initiatives including the establishment of the relevant controls for IT service management and project management aspects, coordination of the elaboration of the formal strategy and catalogue of services of ICTS, compliance and coordination of audit related functions (coordinating with committees spawned by the Office of Information and Communications Technology and as required by the Office of Internal Oversight Services and other audit bodies) as well as the establishment and coordination of an information security programme of work including support to formal investigations. The incumbent is expected to supervise professionals in the relevant areas of his work. In addition to the above, the incumbent may be responsible for the following duties: Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.

Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.

Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.

Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.

Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.

Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established.

Develops, implements and monitors information standards and guidelines, including testing paradigms.

Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations.

Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.

Facilitates communications between ICTS and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ICTS, for either specific IT services or general technology support, including any charge back mechanisms.

Participates in planning and preparation of the budget, work program and spending plan.

Education

Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

The nature of the position requires knowledge or certification of a number of Secretariat-standard best practices:

  • Prince2 practitioner certified
  • ITIL certified
  • COBIT 5 certified
  • Formal training in Enterprise Architecture and TOGAF
  • Knowledge of ISO 27001

Work Experience

A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area.

Mandatory experience:

  • Experience writing and validating ICT policy documents, ICT procedures as well as coordinating approval and review workflows is required.
  • Experience coordinating the response of an ICT entity to internal auditors of the organisation is required.
  • Experience coordinating the production of an ICT Catalogue of Services is required. Optional experience:
  • Experience developing an information security programme of work will be considered an asset.
  • Experience conducting ICT projects and managing ICT operations will be considered an asset.
  • Experience participating in geographically dispersed collaboration forums will be considered an asset.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
