Commodity Specialist, Syria Response

The Commodity Specialist willprovide overall management and coordination of World Vision Syria Response (WVSR) commodities sector, including receipt, storage, dispatch, distribution, documentation and reporting. Based in Gaziantep, Turkey, the Commodity Specialist will be responsible for life saving food and NFI delivery and distribution to (Internally Displaced Persons (IDPs) and vulnerable host population in Syria. Due to the deteriorated security situation in Syria the Commodity Specialist will not be required to travel to Syria, instead, all activities will be coordinated remotely.

KEY RESPONSIBILITIES

General:

  • Provide overall coordination of WVSR food and Nona Food Items (NFI) programming activities, providing support to commodities team.
  • Ensure that food and NFI activities are in compliance with WV and donor standards and regulations.
  • Assist Programs Department with developing food and NFI related proposal sections.
  • Contribute to WVSR strategic planning to ensure that commodities are appropriately considered and included.
  • Coordinate with Monitoring & Evaluation (M&E) officer for post distribution monitoring.
  • Ensure a thorough paper trail is available to document all commodities from receipt to final distribution.
  • Organise and run periodic training events for commodities staff to ensure standards are well understood and maintained.

Management and Coordination:

  • Coordinate with procurement/logistics for timely delivery and distribution of commodities.
  • Ensure that master beneficiary lists, distribution lists and distribution plans are timely completed and filed.
  • Ensure that distribution lists are regularly checked and inconsistencies are properly justified.
  • Ensure that any losses are properly documented and followed up by necessary measures in accordance with WV system standards.
  • Ensure that distribution teams have all the materials and resources required to facilitate smooth distribution of commodities.

Reporting:

  • Prepare and submit all commodities reports in a complete, accurate and timely manner as per Food Programme Management Group (FPMG) standards.
  • Assist Grant Managers in developing sections related to food and NFI distributions in Quarterly donor reports.
  • Provide monthly management report.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor’s degree in business administration, supply chain management or related field.
  • Formal training in food programming and related systems strongly preferred.
  • 3-5 years’ experience in food programming as a manager, particularly in commodities management.
  • Excellent detail orientation, planning, analytical and time management skills.
  • Fluency in written and spoken English.
  • Computer literacy in MS Office, Lotus Notes.
  • Ability to effectively develop rapport and relate to donors, NGOs, counterparts, and government agencies.
  • Direct experience with and thorough working knowledge of food aid legislations and regulations of major donors including the United States, Canada, the EU and Netherlands.
  • Must have excellent presentation skills.
  • Capacity building skills.
