Purpose of the Position

In collaboration with Programme Division, Regional Advisers, WHO and other key partners, contribute to and facilitate the development and harmonization of guidelines in emergency preparedness and supply response during infectious disease outbreaks, in particular in Ebola.

Key Expected Results

  1. Prepares and maintains technical specifications for medical devices (database and catalogue), in collaboration with partners (WHO, MSF, IFRC, etc.), working towards harmonizing specifications and guidance on use.
  2. Advises partners and government counterparts on technical matters relating to medical device requirements in emergencies. Clarifies inadequate specifications with requesting customer, proposing substitute or alternative items as necessary.
  3. Technical adjudication of RFQ/ITB/RFPs on medical devices.
  4. Prepares and/or analyses UNICEF medical supplies, background information, recommendations for improving the suitability and range of products especially for use at community level, resulting in more appropriate equipment, better delivery and lower costs.
  5. Strengthens the technical capacity of UNICEF Country Offices to respond to enquiries for medical supplies.
  6. Manages UNICEF Supply Division's product mix in medical supplies in disease outbreaks and emergency response; Conducts market research on sourcing for extended range of medical supplies.
  7. Supports the supply function in field offices by assisting in needs assessment for country programmes or special projects.

Qualifications of Successful Candidate

Education

  • Advanced university degree in health related discipline such as pharmacy, medical engineering, nursing, and/or public health. Post graduate studies in public health an asset.

Work Experience

  • Minimum 5 years of progressive relevant professional experience.
  • Extensive hands-on working experience in emergency response and disease outbreaks will be an advantage.
  • Quality assurance experience in medical devices, or experience in institutional procurement of medical devices.
  • Experience in UNICEF or other international humanitarian agencies desirable.

  • Current knowledge of the latest developments and technology in the field of work.
  • Technical and communications skills required.
  • Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills.
  • Leadership and teamwork abilities.
  • Membership in professional associations relevant to commodity group.
  • Ability to work in a multi-cultural environment and establish harmonious and effective working relationships.
  • Able to work independently and problem solving oriented.
  • Computer skills, including internet navigation and various office applications.

Languages

  • Fluency in English.
  • Fluency in another UN language is an advantage.
