Organizational Context

With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

The postal sector has been confronted with far-reaching changes over the past few years. It has become essential for Posts to apply the latest technology in order to respond effectively to evolving customer needs. The aim of the UPU's Postal Technology Centre (PTC) is to provide the link between technology and the needs of the postal industry by serving as the first-choice provider of IT solutions, applications and services that facilitate the delivery of international and national postal services.

Main duties: Serve as the primary point of contact for users (technical accounts) for the IT products and services requested by the programmes and directorates of the UPU International Bureau, for all matters related to software development projects (evolution of existing software, or creation of new software).

In addition, serve as Secretary of the Advanced Electronic Services User Group (AESUG), a group of designated operators attached to the Telematics Cooperative focusing on developing innovative postal services based on new technologies, which serves as a project incubator for the UPU.

  • Collect and analyze business requirements, and develop detailed functional specifications and designs
  • Evaluate project costs, define deliverables and deadlines and, following review by the Account Relationships Coordinator, prepare offers (financial offers and plans) for the technical accounts
  • Ensure the functional consistency of the product (and the product line) and maintain a vision for the evolution of the product (and the product line). Maintain the global release plan for the product line
  • Maintain the customer relations management system database for all the technical accounts for which the incumbent is responsible
  • Work in close cooperation with the software development team, the test team, and the technical writing team on setting up software development projects, and manage these projects together with the Project Management Office
  • Monitor the quality of the projects (conformity of deliverables with the expectations of the requesting technical account, and quality of these deliverables)
  • Organize the meetings and provide the secretariat for the AESUG, which meets physically twice a year at the UPU International Bureau, and can hold additional meetings via teleconference where necessary

QUALIFICATION AND SKILLS REQUIRED

Education: First-level university degree (BSc or equivalent) in computer science, engineering, or related fields

Technical knowledge

  • At least five years' experience in business analysis for software development, translating requirements into functional designs and producing English-language documents
  • Experience in managing a portfolio of technical accounts, preferably in an international environment
  • Experience in managing a portfolio of software products (designs and release plans) would be an asset, especially if this experience is in the postal sector
  • Project management techniques and skills
  • Capacity to quickly acquire a strong functional (domain) knowledge on a large product line

  • Ability to speak to technical and non-technical people
  • Adaptability: capacity to accept changes in priorities and scope for the projects
  • Interpersonal skills

Language skills: English proficiency. French would be an advantage

Additional Information: This is a non-core post. This position will be in full compliance with the 'Rules governing non-core staff'.

Salary and other remuneration paid by UPU are exempt from income tax in Switzerland.

The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory.
