Org. Setting and Reporting

The position is located in the Supply Section of the Strategic Support Service (SSS) within the Logistics Support Division (LSD) of the Department of Field Support (DFS) in New York. The incumbent performs as Supply Officer under the supervision of the Chief of Supply Section.

Responsibilities

Within delegated authority, the Supply Officer will be responsible for the following duties.

This job is primarily involved with contract management, furnishing all types of supplies, equipment, material, property, and certain services to the Peacekeeping Missions and receiving and inspecting supplies upon arrival at the missions. An incumbent at this level typically:

  • Provides effective and timely planning, oversight, management and coordination of supply support operations.
  • Supports global supply staffing processes.
  • Integrates and monitors the implementation of supply support plans at all field missions.
  • Liaises between field missions and Headquarters staff on field supply matters and coordinates day-to-day support of supply operations.
  • Plans and coordinates supply support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions.
  • Coordinates reviews of all missions' budgets and consolidates responses from Rations, Fuel and General Supply Units.
  • Manages a Headquarters or field supply operation. Negotiates with Member States for the provision of military goods and services.
  • Coordinate responses and clarifications to queries from Advisory Committee on Administrative and Budgetary Questions (ACABQ)/Fifth Committee of the General Assembly (GA), Internal and/or External Board of Auditors (BOA) and Member States.
  • Undertakes detailed research and develops formal submissions/recommendations to senior management with respect to issues involving supply matters.
  • Develops response to contractual and legal issues pertaining to claims management.
  • Identifies and implements improved claims management processes and systems that directly affect all peacekeeping missions.
  • Manages review of market research and best practices in contract development, identifies areas for improvement, trains staff and adapts such practices to United Nation's (UN) requirements.
  • Contributes to development and implementation of electronic Fuel and Rations Management Systems.
  • Develops reviews, evaluates and upgrades policy and procedures for use by headquarters and field supply staff.
  • Organizes Supply conferences and coordinates Section's travel and training activities.
  • Supervises assigned staff. Performs other duties and projects as assigned by the Section Chief.

Education

Advanced university degree (Master's degree or equivalent) in logistics, supply chain management, business administration, public administration, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in supply operations, administration, logistics, project management or related area is required. Experience in supply chain management, procurement, or management of large scale goods or services contracts is desirable. Experience in developing and implementing quality assurance processes is desirable. Experience in managing support services of international peacekeeping or military logistics operations or multinational corporate is desirable.

Languages

English and French are the working languages fo the United Nations Secretariat. For the post advertised, fluency in English is required.Knowledge of French is desirable.Knowledge of another United Nations official language is an advantage.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
