Engineering Specialist

Project:

International Relief and Development (IRD) is seeking an Engineering Specialist for an anticipated construction monitoring and audit project. The Engineering Specialist will be based in Gaziantep, Turkey with over sight on construction projects in Syria. The overall purpose of this project is to provide due diligence and verify reporting of all activities, including:

  1. All expenditures incurred by Implementing Entities (IEs);
  2. Independent verification of delivery of shipments and progress at project sites;
  3. Verification of financial and physical reporting by IEs and Field Coordination Officers (FCO);
  4. Monitoring impact of construction projects on assisted communities.

The Engineering Specialist will be part of a team of consultants that will monitor, verify, and report on the financial and physical progress of construction projects and their impact on the communities assisted.

Essential Job Functions:

  • Provide management and oversight for all engineering aspects of the project;
  • Verify completion of construction activities carried out in the field;
  • Provide quarterly and annual reports summarizing results of the due diligence outcome, highlighting problems identified for correction, areas of vulnerability and possible actions, and cumulative status of resolution of issues identified;
  • Develop and review the budget and schedule for all construction activities;
  • Ensure all specifications and QA measures are met for all construction activities;
  • Oversee, train, and manage a team of local engineers.

Required Skills & Experience:

  • Advanced engineering degree;
  • At least 3 years of relevant work experience and expertise in engineering, construction management, or related field;
  • Strong managerial skills and experience overseeing staff;
  • Fluency in written and spoken English.

Preferred Skills & Experience:

  • Excellent IT skills and command of MS Office applications, and engineering software applications;
  • Proven written and oral communication skills, reporting skills, and project performance assessment experience are required;
  • Fluency in written and spoken Arabic;
  • Experience with NGOs, UN agencies and/or other organizations;
  • Knowledge of Syrian construction projects;
  • Previous work in conflict zones.
