Senior Chemical Demilitarisation Officer, The Hague

Principal functions

Under the supervision of the Head, Chemical Demilitarisation Branch and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties

1. Plan and manage inspection related matters:

  • Manage all verification-related aspects of inspections at Old and Abandoned Chemical Weapons sites (OACW sites) and Chemical Weapons Storage Facilities (CWSFs). Evaluate declared Old and Abandoned Chemical Weapons sites (OACW sites) and Chemical Weapons Storage Facilities (CWSFs) with respect to the object and purpose of the Convention for initial on-site inspections/visits and to determine the aims, specific operational instructions and necessary resources for inspections including equipment, number of inspectors and their specialities, decide on the frequency of further on-site inspections, inspection timing, frequency and duration, etc.;
  • Draft inspection mandates for inspections at OACW and CWSFs sites in accordance with the provisions of the Convention and Facility Agreements, if applicable, and the site specific information provided by the State Parties or collected during previous inspections at the site;
  • Provide technical briefings to the inspection teams on all relevant information pertaining to the declared facility to be inspected and guide inspection team leaders with regard to policy requirements and specific verification approach and techniques to be used for the implementation of the inspection mandate;
  • Monitor and support the conduct of inspections by reviewing the daily Situation Reports or via telephone communications with the team; review Preliminary Findings Reports and provide advice to inspection team leaders for the finalisation of the Final Inspection Reports;
  • Debrief the inspection teams upon completion of on-site inspections and draft correspondence both to the Inspected State Parties (ISP) to present the Final Inspection Report within the timelines specified in the Convention. Inform the Management on the results of inspections activities with recommendations on those issues which need further attention or actions.

2. Follow up verification related issues:

  • Analyse unresolved issues which have arisen from inspections at OACW and CWSFs sites, and seek possible solutions, including through consultations with the ISP's representatives;
  • Prepare closure letters addressing those issues raised during the course of an inspection either by the inspection team or by the ISP;
  • Develop technical assessments, guidelines or Standard Operation Procedures (SOPs) in relation to issues related to inspections at OACW sites and CWSFs;
  • Develop reports on inspections at OACW and CWSFs sites for internal and external reporting by the Secretariat;
  • Negotiate and finalise Facility Agreements for CWSFs, in coordination with other relevant branches and divisions within the Secretariat and submit those to the Executive Council for approval.

3. Technical Data on Chemical Weapons and Delivery Systems:

  • Collect and maintain data resources on known developed and prototype CW delivery systems;
  • Maintain and update Handbook of Pre-1946 Chemical Weapons, continuing to gather additional technical and photographic information as possible;
  • Disseminate knowledge on Handbook of Pre-1946 Chemical Weapons within the Technical Secretariat and to authorised representatives of Member States;
  • Establish and maintain links within the ordnance and munitions disposal community useful for training and the identification of unknown and suspect munitions;
  • Coordinate and advise on licensing and handling aspects of munitions training materials held by the Organisation.

4. Others:

  • If necessary, provide technical support and assists the members of the Scientific Advisory Board and cluster groups in the resolution of unresolved issues by rendering the necessary advice in the specific area of expertise required for this position;
  • If necessary, provide internal technical support for the verification of the destruction of CWs;
  • Participate in routine inspections, and bilateral/multilateral technical visits;
  • Provide technical support to the Executive Council in relation to OACW and CW related issues;
  • Represent the OPCW at conferences, seminars or workshops;
  • Provide technical assistance to State Parties regarding identification of field recovered munitions suspected to be chemical munitions;
  • Provide munitions, CW and OACW training to Inspectorate and Verification personnel, as necessary and requested;
  • Track, assess and report on current and emerging technologies, including non-lethal weapons;
  • Perform other duties as required.

Knowledge and skills

Essential:

  • Advanced university degree in science (preferably in chemistry or chemical engineering), a first level university degree in combination with qualifying experience (minimum 9 years) may be accepted in lieu of the advanced university degree;
  • Extensive knowledge in the area of NBC defence and CW munitions design is essential;
  • Computer skills in MS Word, spreadsheet and database processing are essential;
  • Analytical and conceptual skills;
  • Problem-solving skills, including the ability to identify and participate in the resolution of issues/problems;
  • Ability to plan and organise, and to work under pressure and subject to urgent deadlines;
  • Excellent communication skills (verbal and written) including ability to prepare reports and conduct presentations;
  • Tact, discretion and the ability to work harmoniously in a multi-cultural environment.

Desirable:

  • Knowledge of EOD techniques as well as live agent training.

Experience

Essential:

  • Experience in the field of chemical demilitarisation and/or chemical weapons technology- minimum of 7 years relevant experience in combination with a Master Degree, or 9 years relevant experience with a first level degree;

Desirable:

  • Experience working at an international level would be an asset.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
