The EIB, the European Union's bank, in the framework of its GRAD programme, is currently seeking to recruit for its Secretariat General (SG) – Advisory Services (AS) - JASPERS Department - Roads Division, Rail, Air and Maritime Division, Water and Wastewater Division, Energy and Solid Waste Divisionand Smart Development Division:

Graduates (GRAD)

 (the positions are based in Luxembourg, Warsaw, Vienna, Bucharest or Brussels) 

Appointment to GRAD positions is for an initial period of 2 years, with possibility for extension up to a maximum of 4 years 

JASPERS (Joint Assistance to Support Projects in European Regions) is a tri-lateral partnership between the European Commission (Directorate-General for Regional and Urban Policy), the EBRD and the EIB, with the aim of helping EU and Acceding Countries achieve better access to EU Grant Financing under the Cohesion and Structural Funds, with particular emphasis on providing technical assistance in the preparation of eligible infrastructure projects.  JASPERS is seeking graduate level engineers and/or economists to join several of its sector divisions for transport, water, energy and solid waste, and smart development. Depending on applicants profile and current location, posts could potentially be based in our Headquarters in Luxembourg or one of our regional offices in Warsaw, Vienna, Bucharest or Brussels.  

Operating Network

These posts are part of the contribution of EIB to JASPERS according to the Contribution Agreement between the EIB and the European Commission. The successful candidates will work in the JASPERS sector division relevant to their qualifications, skills and motivation. They may be located in JASPERS Headquarters or in any of its offices or countries of operations.  Depending on their specific sector of expertise, graduates will be appointed to work as part of a team to support economists, engineers, planners and environmental specialists delivering project preparation support, sector strategy development or studies on cross-cutting themes in either transport, water, energy and solid waste or smart development (including RDI, ICT, urban, education, and health). S/he will either report to the respective Head Division or to a senior expert.  As part of her/his duties, they will have regular contact with the services of the European Commission. As a Graduate, you will assist senior members of the team in day-to-day activities related to JASPERS operations. 

Accountabilities

  • Support JASPERS teams to assess project-related issues in their assignments and preparation of relevant contributions to Guidance Notes and Completion Notes, in cooperation with experienced JASPERS engineers and/or economists.
  • Prepare analytical reports on specific topics, sub-sectors or countries that support the JASPERS Action Plans
  • Review existing methodological documents prepared by JASPERS in relation to sector specific topics
  • Support the Head of Division to prepare presentations and reports related to JASPERS activities in their sectors
  • Prepare methodological documents when relevant in order to disseminate knowledge through the JASPERS Networking Platform 

Qualifications

  • Masters or higher degree in economics, engineering or other relevant studies
  • Good knowledge of project preparation and project cycle management issues, preferably with some practical experience of sector issues in Central and Eastern European countries
  • Good command of English, with knowledge of one or more languages of the countries where JASPERS operates an advantage
  • Computer literacy and strong analytical capabilities
  • Your work experience should be limited to a maximum of two years after graduation, excluding summer jobs and internships
