IT Manager

Transparency International Georgia, the national chapter of the global Transparency International anti-corruption movement in the country of Georgia, seeks a full-time IT Manager to design and create innovative and engaging websites and software tools that will support TI Georgia’s mission of promoting transparency and accountability of those in power within Georgia.
TI Georgia works to support building and empowering state institutions, develop good governance and the rule of law, ensure the transparency and direct accountability of the state institutions, support fair and democratic elections and protect universally recognized human rights. TI Georgia’s past technology projects have included a local implementation of the FixMyStreet concept, an SMS alert system for tracking the progress of bills through the Georgian Parliament, and scraping various types of data made available by the Georgian government.

Responsibilities:

● Manage IT staff, distribute tasks related to different IT-related projects

● Ensure streamlined and uninterrupted provision of TI Georgia’s IT services, both for the staff and for the general public (with regards to the public services we provide)

● Lead and conduct business analysis process in order to ensure comprehensive requirements definition for various IT projects in the organization

● Lead, organize and manage software development team in order to ensure effective solution design and software development processes for the IT projects

● Be responsible for taking care of all the IT hardware equipment in TI Georgia, be it workstations, servers, or connected to telephony and internet network, in order to ensure their uninterrupted service

● Establish and maintain relations with all the service providers TI Georgia outsources to, with the aim of ensuring uninterrupted service provision

● Oversee the work of designers, with an emphasis on usability of the solution

● Engage in constant communication with all TI Georgia staff members to analyze the requirements of the staff, and seek for the opportunities to digitalize the processes

● Plan and execute TI Georgia’s open-data and open-government advocacy efforts, both within Georgia and as part of the broader TI movement

● Seek out and discover cutting-edge technologies which can help TI Georgia perform its work better or faster, or can enhance the organization’s outreach capabilities

● Socialize and establish good working relations with leading local IT companies and leading Government IT teams, participate in professional conferences and events

Qualifications for successful candidates:

● Be an experienced IT manager with over 3 years of experience in IT staff management, business analysis, project management and software development

● Having software and/or web development experience would be an asset. The experience should preferably include the following technologies: Python, Ruby, PHP, Perl, Java, Javascript, C++, HTML, CSS, bash scripting, Django, Rails, Spring, CouchDB, MongoDB, MySQL, PostgreSQL, Apache, nginx, Git, Mercurial, and others

● Be experienced in software development management methodologies such as waterfall and agile

● Have experience with active directory

● Have experience of working with software and web designers with a particular emphasis on UX

● Have a demonstrated passion for using technology to address governance and democracy issues

● Be innovative and come up with the ideas and solutions

● Enjoy learning new technology tools, and be able to do so rapidly and independently

● Strong command of written and spoken English

● The willingness and desire to relocate long-term to Georgia
