Role Summary

The Associate Specialist Information Management supports quality grant management by leading the design and development of efficient automated tools and by providing timely and reliable information to support decision making across the Grant Management Division.

The evolving business model of the Global Fund means that new IT systems or applications need to be constantly developed and improved.

For Grant Management, the main programs are: 1) the design, development, maintenance and functional support of an online platform (on Salesforce) which will eventually replace all existing transactional systems used in Grant Management, facilitating the interaction of all stakeholders involved in the grant making and management project; 2) the re-design of the data model and migration of the corporate reporting tool to a new platform (OBIEE 11) on which dashboards and reports will need to be constantly built and improved; and 3) the development of new team sites and the migration of existing documents to the corporate document management tool on SharePoint 2013.

One of the key work streams currently established to tackle these programs covers the Global Fund's disbursement process (covering programmatic and financial progress updates, disbursement decisions, interaction with financial systems, etc.)

The Associate Specialist Information Management (Disbursements) will be the business lead in the design, development, roll-out and support of IT systems in in the disbursement work stream.

S/he will also be in charge of providing guidance and support for the dissemination of best practices for data collection, storage and usage in the disbursement process.

S/he will also be responsible for collecting, monitoring, reporting and analyzing disbursement related information.

Responsibilities

The Data and Systems Hub is tasked to implement the Salesforce online platform program, the re-design of the business intelligence system to OBIEE, and represent Grant Management in the corporate document management program on SharePoint 2013. In these two programs, they will act as the business counterpart of the IT department.

The main role (app 80% of the tasks) of the Associate Specialist Information Management (Disbursements) will be to act as a product owner for the disbursement work stream.

In this role, s/he will

  • Define, manage and be accountable for the work stream deliverables;
  • Interact with IT and technical vendor to deliver as planned and meet deadlines
  • Prioritize and make decisions for their respective streams;
  • Coordinate a working group composed of Subject Matter Experts, Key Users and IT staff;
  • Oversee roll-out and training plan;
  • Ensure business continuity through designing incremental changes to legacy IT applications;
  • Maintain and enhance modules already developed;
  • Organize functional support;
  • Report to the overall business programme manager on regular basis.

In addition to this project management role, the Associate Specialist Information Management (Disbursements) will support, as requested a business intelligence function informing grant management decisions by providing quality and timely information, using automated queries and developing routine reports. S/he will also provide business analytics support by developing new insights and understanding of grant management using analytical techniques including modelling and data mining. In this, s/he will specifically focus on at least one of the following: grant performance (including 'stuck grants'); internal performance (individual or team KPIs); Grant Management Division budget and operational expenses; specific reports needed by technical partners; pharmaceutical procurement data; process analysis and improvement; performance and impact profile; data quality and governance; and other reports related to the grant portfolio.

Qualifications

Essential

  • University degree in Social Sciences, Statistics, Economics, Information Technology, Public Policy, Public Health, or other relevant field.

Desirable

  • Accreditation in a recognized project management methodology.

Experience

Essential

  • Five years' experience acting as subject matter expert or leading projects with an IT focus in international organizations, finance services or comparable;
  • Experience in leading working groups for result-oriented outcomes in an international, multi-cultural and multi-disciplinary environment;
  • Experience in providing timely information and presentations to inform the strategic decisions of senior management;
  • Hands-on experience of Global Fund grants, within the Secretariat, as a Recipient, a Local Fund Agent or a partner organization.

Desirable

  • At least two years of experience with the collection, reporting and analysis of quantitative data;
  • Experience in defining requirements, testing and/or providing support with IT applications.

Languages

  • An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish.
  • Knowledge of other languages would be an asset.
