Field Support Team (FST) - Cluster Coordinator

Norwegian Church Aid is now seeking a Cluster Coordinator to join the Global WASH Cluster's Field Support Team (FST). A key objective of the FST is to provide support to WASH coordination platforms and/or clusters both regionally and globally in order to respond effectively to humanitarian crises.
The position is an engagement until 31.12.2016 and constitute a secondment arrangement with the Global WASH Cluster. The position will be based in Geneva with a possibility of regional transfer at a later stage. 60 % of the position includes field deployment providing support to FST target countries and operations globally. The remaining time will be spent in division between the Global WASH cluster's office in Geneva and Norwegian Church Aid, where key objectives will be advancing, supporting and building capacity in the prioritized areas of the Global WASH cluster strategy and NCA's WASH activities.

Job Description

  • The cluster coordinator will support the FST manager and Cluster Lead Agency in ensuring effective management and functioning of WASH coordination platforms.
  • Assess the capacity of pre-existing WASH coordination structures, advising upon the appropriate approach for support, making maximum use of pre-existing decision making structures (including government) and national capacities.
  • Support service delivery: Establish or support existing platforms to ensure service delivery is driven by strategic priorities agreed by partners.
  • Direct support in WASH sector/cluster response where additional surge capacity is required, both at national and sub-national level.
  • Ensure effective mechanisms for monitoring and reporting on the implementation of the cluster / sector strategy and results.
  • Support planning and strategy development and develop mechanisms to ensure strategic decision-making for the humanitarian response, including regular needs-assessments and gap-analysis.
  • Actively support inter-sector coordination mechanisms and establish/consolidate sub-national clusters where appropriate.
  • Ensure adherence to humanitarian principles and standards amongst WASH Cluster/Sector Partners.

Task during non-deployment:

  • Overall coordination- and technical support to on-going emergencies, including mentoring of Country Cluster coordinators.
  • Cooperation with other FST specialists in providing quality standards for WASH, impact indicators, monitoring methodology and general technical expertise to the WASH Cluster/Sector operations.
  • Support on WASH activities for Norwegian Church Aid.
  • Functional and operational reporting to the Field Support Team manager, Geneva. HR and administrative reporting to NCA office in Oslo

Qualifications

  • Minimum five years field management experience in WASH emergency humanitarian contexts.
  • Strong experience in coordination and leadership.
  • Experience with developing and implementing WASH strategies.
  • Good knowledge of current humanitarian status and policies including latest WASH policies, research, international standards and developments in the field.
  • Proven ability to conceptualize, develop, plan, monitor and evaluate programmes.
  • Experience in liaison with a broad range of stakeholders, ability to build relationships and networks with international donors, UN agencies and INGOs, national authorities, national/local partner agencies and emergency affected communities.
  • Experience from natural and complex political emergencies in diverse cultural and climatic settings.
  • Proficiency in applying humanitarian accountability standards and practices.

  • Language: Fluent English required, French, Spanish or Arabic as a second language
