The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 140 Members (139 States and the European Union) that acceded to its Statute, and 32 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.

IRENA Innovation and Technology Centre (IITC) is responsible for the provision of the means for an accelerated renewable energy technology uptake, considering national conditions of resource endowment, social and economic frameworks. In accordance with the IRENA Statute, activities in this field include analysis of renewable energy technology policies; dissemination of information and increased awareness; technologies and equipment overview and assessment of success-failure factors; improved pertinent knowledge and technology transfer, and joint RD&D and provision of information about the development and deployment of national and international technical standards in relation to renewable energy.

REmap 2030 is IRENA's global renewable energy roadmap. The objectives of the project are to develop pathways, characterize potential, cost and benefits of renewable energy technology options and identify international cooperation opportunities to operationalize the aspirational objective of doubling the global renewable energy share by 2030, as defined under the Sustainable Energy for All (SE4ALL). IRENA cooperates closely with its member countries in REmap and the dialogue is a core and growing component of this activity.

Following the release of the global roadmap in June 2014, IRENA started releasing individual country reports that are being prepared in collaboration with the countries. Furthermore, the number of countries that are participating in IRENA's REmap programme has reached 40, and the number is increasing. To inform its countries, IRENA will continue to develop and disseminate regional, country and sectoral roadmaps with the aim of advancing development and uptake of renewable energy technologies and ensure global coverage.

Under the overall guidance of the Director of IITC and the immediate supervision of the Programme Officer for REmap 2030, the Associate Programme Officer will be responsible for the following duties:

  • Contribute to sector, national and regional analysis to support renewable energy roadmaps development in the REmap framework;
  • Coordinate and assist in expanding the network of national REmap experts;
  • Assess established and emerging renewable energy technology options in terms of potential, cost and various social, economic and environmental impacts;
  • Contribute to the dialogue with governments and other stakeholders to create a platform for implementation of roadmaps;
  • Research, analyse and present information gathered from diverse sources;
  • Prepare written outputs, background papers, analysis, substantial sections of reports and studies, inputs to publications; contribute and manage outreach activities;
  • Provide substantive support to consultative and other meetings, conferences, including preparation of documents and presentations;
  • Assist in organising and convening of experts' meetings, maintain links with partner organisations to facilitate resource efficiency;
  • Perform other duties as required.

Qualifications

Education

  • Advanced university degree (Master's degree or equivalent) in energy, engineering, management, economics, natural science, or a related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • A minimum of two years of progressively responsible experience in policy programme development, some of which should be at the international level;
  • experience and in-depth knowledge in fundamentals of renewable energy technology, assessment of the potential, cost and benefits of renewable energy technology, and understanding of renewable energy policy and macroeconomic issues.
  • Experience in international co-operation and in dealing with multilateral agencies and forums;
  • specific experience in the renewable energy sector is also highly desirable.
  • Ability to develop and sustain constructive dialogue with stakeholders, ability to deliver under high pressure in a rapidly changing policy environment.
  • A good network to support national analyses.

Language

  • Excellent command of written and spoken English is required.
  • Knowledge of other languages is desirable.
