Background Information - IAIG

Internal Audit and Investigations GroupThe purpose of the Internal Audit and Investigations Group is to provide independent and impartial assurance and advice to improve UNOPS operations. The group reports on the use of resources administered by UNOPS and the effectiveness of internal control systems; and enhances the effectiveness of risk management, control and governance processes. Furthermore, the Internal Audit and Investigations Group leads the Executive Director's investigations into alleged fraud, corruption, waste of resources, abuse of authority or other misconduct and violations of UNOPS regulations, rules and administrative instructions.

UNOPS is mandated to be a central resource for physical infrastructure development for the United Nations System and its partners. On December 20, 2010, the United Nations General Assembly adopted a resolution which reaffirmed UNOPS mandate and highlighted UNOPS role as a central resource for the United Nations system in procurement and contracts management as well as in Civil works and physical infrastructure development, including the related capacity development activities.

Within UNOPS, the Sustainable Infrastructure Practice Group (SIPG) provides a support function that aims to further strengthen UNOPS capacity to deliver sustainable physical infrastructure. UNOPS infrastructure interventions are broadly categorized across four main sectors: Buildings, Transport, Power, and Utilities.

A key objective for UNOPS is to be recognized as delivering world-class infrastructure that is economically, socially and environmentally sustainable, even in the most challenging environments such as Sudan and the Democratic Republic of Congo (DRC) where our portfolio is manly composed of infrastructures projects.

Overall, UNOPS infrastructure delivery is approximately USD 330 million a year. Sudan and the DRC have implemented annually 12 500 million and 16 million respectively.

The Internal Audit and Investigations Group (IAIG) provide independent and impartial assurance and advice designed to improve UNOPS' operations.

As part of its annual work plan, IAIG intends to conduct a review of its infrastructures projects in Sudan and the Democratic Republic of Congo.

To carry out this engagement, UNOPS is looking for a Consultant Senior Engineer who conduct the technical review on behalf of UNOPS/IAIG and will report exclusively to the Director IAIG or any UNOPS Official designated by him.

Functional Responsibilities

The overall objective is to provide assurance that UNOPS Infrastructure projects implemented in DRC and Sudan are controlled at all stages of the project cycle and are developed in alignment with UNOPS mandate and goal to produce world-class infrastructure that is economically, socially and environmentally sustainable.

The Consultant will focus on :

  • Infrastructure processes (Formal guidance, control and review, risks management)
  • Documentation (Standardized documentation and templates, proper records)
  • UNOPS Officies capabilities and skills sets
  • Physical verification of completed and ongoing works
  • Environmmental aspects of projects and implementation in works

The incumbent will carry out this mission with regard to the followings: infrastructures processes, documentation, Offices capabilities and skills sets, physacal verification of completed and ongoing works and environmental aspects of projects and implementation in works

The Expected duration of the contract is two months, the Consultant will conduct with IAIG team a two weeks field visit in Sudan and two weeks in DRC. A draft report is expected one week following the field visits and the final report one week following the reception of the field Offices Management comments.

The second month salary will be released upon IAIG acceptance of the final report.

Education/Experience/Language requirements

Candidates must hold either a masters degree in an infrastructure related field (civil engineering, construction management or similar) or a professional certification in engineering or similar from an accredited institution (CEng, PE, or equivalent). Additional years of relevant work experience in combination with a first level degree may substitute for the requirement for an advanced degree.

The candidate should have at least 7 years of progressively responsible experience in engineering, of which at least 5 years at senior management level. The candidate should have experience in the management of complex infrastructure projects.

Experience of working in developing countries and managing multiple projects and teams in an international environment is required. Experience of working in and providing innovative technical solutions for post-conflict, post-disaster environments will be an asset. Previous working experience with UNOPS is highly desirable.

Internationally recognized project management certification, ideally Prince 2, is desirable.

Fluency in English and French required.

Competencies

  • Ability to apply relevant investigation analysis, interpretation, assessment, evaluation, decision making, measurement and evaluation tools and techniques pertinent to the engineering discipline.
  • Appreciation of the issues associated with international engineering practice and global operating contexts.
  • Appreciation of the basis and relevance of standards and codes of practice, as well as legislative and statutory requirements applicable to the engineering discipline.
  • Ability to assess the requirements and associated resources and scope, dimensions, scale of effort and indicative costs of engineering projects in the development sector.
  • Consideration of relevant contextual issues in all phases of engineering project work, including the fundamentals of business planning and financial management
  • Awareness of the need to plan and quantify performance over the full life-cycle of a project, managing engineering performance within the overall implementation context.
  • Proficiency in listening, speaking, reading and writing English and French, including:
  • comprehending critically and fairly the viewpoints of others;
  • expressing information effectively and succinctly, engaging in discussion, presenting arguments and justification, negotiating - to technical and non-technical audiences and using textual, diagrammatic, pictorial and graphical media best suited to the context;
  • Capacity to critically assess the accuracy, reliability and authenticity of information and awareness of common document identification, tracking and control procedures.
  • Displays critical thinking and applies an appropriate balance of logic and intellectual criteria to analysis, judgement and decision making.
