The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) - Environment and Regional Development Department (ERD) -Regional and Urban Development Division (REGU), at its headquarters in Luxembourg, a:

Sector Specialist (Territorial Development) – Regional & Urban Development Division 

This is full time position

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract subject to organisational requirements and individual performance.

Purpose

The Sector (Territorial Development) Specialist will assess and follow-up, within multi-disciplinary teams, investment programmes in the public and private sectors, in accordance with EIB procedures, notably, but not exclusively, in countries where the EIB operates.

Operating Network

The Sector Specialist will report to the Head of the Regional & Urban Development Division and work closely with other professional staff of the Environment and Regional Development (ERD) Department, as well as other PJ Departments and Bank staff as appropriate, especially those in the Bank’s Lending Directorates. 

Main area of responsibility will be within the field of urban development projects as well as Framework Loans and Structural Programme Loans (SPL), where the EIB co-finances, on a programme basis, the investments supported by the EU Structural Funds. This position may entail a fair amount of travelling.

Accountabilities 

  • Provide independent economic and financial appraisal of projects and programmes
  • Provide assistance in the early screening of  investments
  • Track the evolution of the territorial development sector, including active representation at selected sector events
  • Liaise with EU institutions, international organisations and other relevant stakeholders on spatial development policy and sector issues
  • Advise promoters on the preparation and implementation of projects (often involving the management of consultants)
  • Draft sector studies and policy papers, as required, and take over other horizontal responsibilities related to the sector pipeline

Qualifications

  • Degree (Masters level or above) in Urban and Regional Economics, Spatial Planning, Chartered Surveying, Public Policy Analysis and Administration, or European Studies
  • At least 5 years of recent and relevant experience in Territorial Planning & Urban Sustainability
  • Experience of the economic and financial evaluation of projects, of risk analysis, and the preparation of feasibility, market and sector studies
  • Experience of working with international financial institutions and familiarity with EU sector policies would be an advantage
  • Proficiency in standard computer applications
  • Excellent knowledge of English and French (*). Knowledge of EU languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
