The position plays a crucial role with regards to logistical support to new and existing country programmes and responding to challenges in country operations. The Roving Logistics Advisor (RLA) is responsible for strengthening Logistics program support services by working closely with the Head of Support Unit in each section and the CO Logistics Managers, provide audit and control services to the COs, assisting the COs with capacity building of national staff, and implement HO driven initiatives.
Furthermore, when not deployed to NRC missions, the RLA will work with the Logistics Team in HO, serving as the focal point for the Global Logistics First response facility and other support and development activities for the Emergency Response Section (ERS).
Field deployments are based on requests from the country/regional offices, or by the ERS to new operations.
The RLA must be capable of assuming senior management positions in a new country or in any of the NRC Country Programmes on very short notice.
Job Description
The RLA reports to the Head of Emergency Response Section (ERS) in NRC Oslo. During field assignments the RLA reports normally to the respective Country Director or Head of Support Unit at the NRC Country office.
A separate Terms of Reference (ToR) will be developed for each mission. Common for all missions is the focus on implementation of NRC’s existing handbooks, guidelines and policies.
The RLA will be required to undertake missions up to 75% of the year to country programmes to provide a variety of management and support functions including, but not limited to
Logistics support to country offices
Training and capacity building
Audit and control oversight
Assisting HO logistics
Represent NRC in relevant forums appointed by line manager
Carry out other duties of temporary character appointed by line manager
Assisting the HO Logistics Unit with ongoing HO initiatives, such as the Dubai warehouse, the fleet management pilot, the eSourcing project, etc.
In most situations, temporary assignments are 3-6 months and it is envisaged that some of the assignments can partly be followed up from Head Office in Oslo (or elsewhere if agreed upon) in combination with shorter field visits.
Qualifications
Minimum 3 years of higher education in logistics and/or project management
Minimum 3 years of Logistics Manager experience on a senior level from the humanitarian context
Similar experience from commercial or other sector an advantage
Experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Fluency in English and French, both written and verbal
Additional language skills an advantage.
Experience from Middle East, Asia and West African countries
Holder of a valid international driver’s licence
Commencement: ASAP
Contract period: 24 months
