National Logistics Manager

The Logistics Manager is responsible to manage in close liaison with the Expat Logistics Manager a diverse Logistics team in Turkey with a special focus on supporting capacity and team building, on ensuring that all IMC Rules and Regulations are implemented, and on working closely together with all program departments to allow for smooth program implementations.

Key Responsibilities and Accountabilities:· Responsible for all logistics activities from the Kilis Office including procurement, transport and warehouse in accordance with International Medical Corps and donor procedures

· Proactively coordinate the logistics needs of all personnel and units within the office

· Ensure materials and assets are appropriately updated and tracked through procurement plans, procurement tracking sheets, transport plans, vehicle logs, vehicle usage, warehouse planning, warehouse ledgers, stock reports, asset lists, and implement a consolidated reporting system.

· Identify staffing gaps and training needs and address those in close liaison with supervisor

· In close liaison with supervisor, organize and manage a growing team of logistics staff including scheduling, training, and overall performance of duties in a timely and appropriate manner

· Organize and engage in regular team building activities for supervised staff and actively strive to motivate staff to work as a team within the Logistics department and with all other departments

· Supervise the procurement process to ensure the right price for the correct goods with timely delivery

· Based on changing requirements, set accurate priorities and timelines for procurement, transportation, warehousing and facility management

· Ensures that all documentation related to procurement and other logistical activities are accurate and comply to IMC rules and regulations as well as BIS Export Regulations

· Liaise with personnel on procurement of supplies to enable a shared understanding of the procurement process

· Conduct on going market surveillance to track price fluctuations and market changes

· Ensure appropriate warehouse conditions for a variety of materials

· Ensure all paperwork required for warehousing and shipments in and out of the warehouse are correct and complete

· Collect and follow up on all waybills and donation letters

· Assist Warehouse officers, and evaluate needs in terms of warehouse management in the field (respect and compliance to International Medical Corps procedures)

· Conduct on going random spot checks of warehouses and paperwork

· At supervisor’s discretion, represent organization and its interests to other stakeholders in the field and ensure good and regular communication with various entities, including but not limited to other local and international NGOs

· Ensure appropriate fleet management

· Communicate with suppliers to ensure smooth, safe and timely transport of materials

· Adhere to International Medical Corps Code of Conduct and internationally accepted humanitarian principles

· Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

· Other duties as required and deemed appropriate by supervisor

Knowledge and Experience:· In possession of Turkish ID or residence permit and valid passport (or similar recognized ID)

· Practical experience in logistics within the field of supply chain management and other logistics systems and experience in managing a diverse team in an often stressful environment

· Experience in donor regulations is desirable

· Excellent planning and decision making capabilities and excellent ability to conceptualize, innovate, plan and execute ideas and systems

· Ability to multitask, think creatively and work with little supervision in an often stressful environment

· Very good reporting skills in oral and written form including the ability to clearly and concisely express ideas and concepts

· Ability to establish harmonious working relations in an international and multicultural environment and manage a diverse and growing team

· Language: Fluent In English and Turkish; Arabic is a plus

· Excellent knowledge of Microsoft Office®, especially MS Excel® and MS Word®
