From our offices in Barcelona and reporting to the Coordinator of the WASHunit, the selected person will be responsible for supervising the strategic and operational development of theWater, Sanitation and Public Health Promotion specialisation of Oxfam Intermón (OI)in the countries where Oxfam works andgiving support to the WaSH field teams.

Key Responsibilities

Development of new or existing missions

Ensuring the quality and relevance of the OI response and projects in Water, Sanitation and Public Health Promotion (WASH) in countries where Oxfam works.

Leading the technical response in the field (exploratory and start-up mission)in the case of a new country launch or a large-scale emergency in a country where OI has a presence.

Ensuring implementation and providing follow-up for the system of monitoring and evaluationof OI WASH programmes.

Supervising the coordination of the field teamsof WASH projects.

Ensuring the existence of sufficient capacity in the field to implement WASH programmes through participation in the contracting of personnel and the organisation of training actions for the teams.

Developing and regularly updating WASH planning procedures in coordination with the field teams.

Development of WASH competencies for OXFAM Intermón

Providing follow-up to the WASH policies, strategy, processes and proceduresof OI.

Keeping up-to-date with WASH issues (technology, methods, approaches, tools, etc.) and collaborating in the creation and updating of our organisation’s technical reference documents.

Representing OIon platforms, in forums and universities on themes connected with WASH, at national and international level.

Proposing, promoting and participating in studies and researchto improve the provision of OI WASH services.

Assuming responsibilities delegated by the Coordinator of the WASH unit when required, to provide continuity to the strategic development and implementation of the Water, Sanitation and Health and Hygiene Promotion specialisation.

What are we looking for?

Minimum experience of 3 years working in Humanitarian Action in WASH technical posts that will have involved both technical responsibilities and management of teams, short and long-term planning, preferably in countries with a high level humanitarian profile.

University qualification in any area connected with water, sanitation and/or health and hygiene promotion: public health, civil engineering, environmental sciences, geology, physics and chemistry.

Postgraduate studies related to WASH in developing countries would be an advantage.

Languages: Excellent command of English and French.Spanish would be highly desirable.

Commitment to travel approximately 30% of the time.

Identification with and commitment to the mission and values of Oxfam Intermón.

  • Contract:A one year Spanish employment contract, renewable.
  • Gross annual salary: €32.829,46 + family supplement (€472 per annum per child/ maximum 4) - Expenses paid or per diem during missions.
  • Holidays: 28 working days in the 2015.
  • Location: post based in Barcelona, with frequent travels.
  • Start date: May/June 2015.
