Logistics Manager

General Description of the Programme:

GOAL has worked in Syria since 2012, responding to the acute needs of conflicted affected communities. GOAL is working in Idlib Governorate delivering food, non-food and cash voucher programming, Livelihood and WASH programmes to highly vulnerable populations. GOAL is working closely with local partners in the delivery of its intervention.

Job Purpose:

The Logistics Manager will be expected to work in close collaboration with the Procurement Manager and logisticians in both Syria and Turkey under the supervision of the Logistics Coordinator (LC) to efficiently serve the needs of GOALs programme and support teams. S/he will have a functional supporting responsibility to the Logistics Coordinator in management of the support sections of the Logistics department to ensure all standards, procedures and reports are in place in Syria and Turkey offices.Key Duties:

Stock Management/warehousing:

· Ensure stores systems and procedures are in place to adequately manage and report on stocks in compliance with GOAL’s Logistics Manual and in accordance with donor requirements,

· Ensure daily warehouse reports, Stock Management Sheet’s, stock counts and all stock records are recorded on both paper and in electronic format

· Manage stores records reconciliations, comparing with procurement statistics and distribution data from programme teams,

· Ensure all standards and exercises for stock accountability and records are in place and managed,

· Ensure that stock utilization and replenishment systems are adequate to maintain an adequate supply of basic commodities to facilitate the smooth operation of the programme.

Transport/Fleet Management

  • Manage the Transport & Premises Officer and indirectly the Fleet Assistant and Drivers
  • Ensure that fleet management procedures are in place and maintained,
  • Review monthly fleet reports for Antakya and Harem, analyse reports and fleet data providing feedback on reports, especially with regard fuel consumption
  • Ensure that vehicle rental, service and maintenance is carried out in accordance with GOAL Logistics Manual and in accordance with best practice.
  • Ensure efficient vehicle bookings and allocations systems are in place

Asset Management

· Support the Logistics Assistant to ensure a live, and up-to-date, Fixed Asset Register is in place, all assets are labelled and current locations of all assets are known and reported to Logistics Coordinator

· Ensure that the system of controlling assets movement between personnel, programmes and locations within the country is in place and working adequately.

· Ensure appropriate disposal of assets as required

Premises/Compound Management

· Supervise the Transport & Premises Officer to ensure all office and guesthouse premises and compounds are properly managed.

· Ensure that sufficient accommodation is maintained for all GOAL expatriate staff; leases, premises insurance etc. is updated in a timely fashion.

Liaison and Customs clearing and contracts management

· Arrange for Customs clearance and cross border movement of stock as required,

· Undertake customs clearing by following proper paper work and documentation for imported goods.

· Participate in meetings representing GOAL Syria when requested by senior management.

Other

· Other tasks and responsibilities as directed by the LC.

· Compile weekly and monthly logistics reports, in cooperation with LC.

· Facilitate regular logistics meetings within GOAL Syria

· Provide logistics inductions and trainings for the new coming logistics and non-logistics personnel

· Work with LC to identify logistics staff requirements and assist in recruitment

Essential Requirements:

  • 3-5 years of overseas logistics experience with an International NGO with 1 years’ experience at Senior Management level
  • A degree in Logistics, Engineering, Business, or related field
  • Appropriate skills and experience in the capacity building and training of staff and of developing and implementing systems
  • Knowledge of international cross border logistics, including export, imports and customs clearance Knowledge of project management, vehicle management, communications systems, IT, procurement, stock control and management systems
  • Experience of working in insecure environments and knowledge of security management systems and approaches for NGO’s
  • Strong computer skills in Microsoft packages, including Word, Excel, and Outlook
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
  • Ability to work under own initiative.

  • Ideally familiar with donor guidelines,
  • Keeping organizational confidentiality,
  • Experience liaising with government bodies, UN agencies and other NGOs and customs clearance,
  • Good interpersonal skills and capacity to build relationships with suppliers based on honesty and integrity;
  • Ability to manage and prioritise a varied workload in a rapidly changing work environment;
  • Willingness to learn and to take on extra duties as required;
  • Good computer skills including Microsoft word and excel;
  • A flexible approach to work and willingness to work additional hours or on weekends as required;
  • Ability to write, speak and work in English.
  • Diplomacy and negotiation skills

Desirable qualities, Skills and Competences: (

  • Master Degree in relevant subject
  • Ability and experience in change management, including implementing new systems and bringing new and existing staff ‘on board’.
  • Arabic and/or Turkish language skills

Contract Length: 12 months

Reporting to:Logistics Coordinator

Salary: €32,750 -34,250
