National WASH Deputy Coordinator

The primary function of the Deputy WASH Coordinator includes supporting the WASH Coordinator in the assessment, planning, design, implementation and monitoring of WASH programme. S/he will be charged for coordination within the team and assuring the prioritization and harmonization of activities.

ESSENTIAL RESPONSIBILITIES:

  • Assist WAHCO in water, sanitation and hygiene sectorial coordination and in relevant needs assessments and analysis.
  • Conduct updated assessment (directly and remotely) of current situation in collaboration with relevant stakeholders; determine priorities and immediate activities and resources.
  • Assess and monitor field based resources and capacities for response (human, material and financial).
  • Ensure quality implementation of defined aims and objectives of the overall WASH response program.
  • Rapidly adapt design and overall response to the changing situation, taking into account the needs of the community; the current levels of capacity of actors on the ground; and eventual expanding of current programs.
  • Provide technical support to the PMs to plan and manage WASH programs in a phased and prioritized manner with full consultation and co-ordination with WASH coordinator, staff and other agencies both governmental and non-governmental.
  • Identifying areas/needs for technical research and development.
  • Ensure that issues of protection, gender, environmental impact, operation and maintenance and sustainability are mainstreamed into the program design.
  • Ensure Sphere standards both qualitative and quantitative are considered and any departures documented.
  • Assist WASHCO to develop letters of intent, concept papers, budgets and proposals in respect of the above.
  • Organize with the logistics and finance departments materials and support needed for all activities.
  • In coordination with WASH Coordinator design and develop appropriate supervisory, monitoring and evaluation systems for WASH interventions.
  • Provide regular updates to supervisor and team on progress, priorities and constraints – verbally and in writing.
  • Represent International Medical Corps in WASH and relevant emergency related Cluster activities.
  • Validation of the methodologies and the documentation produced by PM
  • Regular visits to projects and functional interaction with PM
  • Manage national staff working under WASH program; ensuring capacity assessment and capacity building process are in place.

Human Resources Management

  • Assist in the hiring and development of qualified program staff
  • Supervise staff( M&E Officer and reporting Officer) to ensure smooth and effective operations
  • Maintain open lines of communications with all field staff Training/ Capacity Building
  • Work closely with WASH CO and PM to determine and address training needs for WASH staff
  • Train senior national staff to increase their responsibilities in order to build capacity and ensure consistency and sustainability of interventions

Working Relationships

  • Maintain frequent communication with WASH coordinator, PMs and senior management to ensure program activities and objectives are communicated
  • Work with Logistics and Finance staff to ensure the timely coordination of programs supplies are within budgeted targets
  • Interface with national government and relevant agencies as necessary

Security

  • Collaborate with security officer/Team Leader in order to maintain safety and security of staff in the field
  • Support PM to ensures application and compliance of security protocols and policies by WASH staff

Other

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

QUALIFICATION, SKILLS & REQUIREMENTS

  • Bachelor’s degree or master degree( preferred) in water and sanitation engineering, civil engineering, public health or related field
  • Minimum two years of relevant work experience in humanitarian situations
  • Experience in emergency engineering and effective hygiene promotion in humanitarian contexts.
  • Demonstrated analytical, project conceptual and planning skills projects, clear and realistic activity timetable development, agreement, and overseeing implementation• Able to prepare plans and reports, planning, negotiation and leadership skills.
  • Willingness to frequent travel to Syria
  • Profound cross-cultural awareness and sound knowledge of public health issues
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations
  • Ability to relate to and motivate local staff effectively
  • Creativity and the ability to work with limited resources
  • Fluency in English (both oral and written skills)
