Organisational Context

The International Fund for Agricultural Development (IFAD) is an International Financial Institution and a specialized United Nations Agency whose mission is enabling poor rural people to improve their food security and nutrition, raise their incomes, and strengthen their resilience. To achieve these goals. IFAD develops and finances programs and projects aimed at increasing agricultural productivity and incomes and reducing rural poverty. IFAD is headquartered in Rome, Italy. It has offices in 40 countries and finances programs and projects in more than 90 countries.

Division Context

The Communications Division (COM) leads implementation of IFAD's Communication Strategy and acts variously as facilitator, partner and leader with regards to delivery of IFAD's internal and external communication work. COM has a team of expert staff in media relations, video production, writing, publishing, web and other digital media, graphic design, visual identity, photography, brand management, internal communication and events management to meet IFAD's communication priorities.

Purpose of Position

The Communication Officer, Web Management and Social Media, is responsible for the day-to-day management of IFAD's corporate web presence and the conceptualization and implementation of social media campaigns.

Duties and Responsibilities

Under the direct supervision of the Strategic Communication Team Leader and in line with IFAD's communication strategy, the incumbent will perform the following duties

Web management

  • UseIFAD's content management system and state-of-the art web authoring language to develop and maintain intuitive, user-friendly and technically efficient web pages. Update site content and ensure structure is in-line with business needs.
  • Troubleshoot website operations, track and analyse site usage statistics and make recommendations for ongoing improvements.
  • Work efficiently with developers and understand how to prioritise web needs that require technical support.
  • Produce forms and related interactive and dynamic components for web pages.
  • Identify problems and work as necessary with COM partners such as ICT to debug website issues.
  • Set and ensure compatibility and interoperability standards that ensure site accessibility for all users.
  • Ensure a consistent look and feel across the website by promoting uniform fonts, formatting, icons, images, and layout, and creating appropriate templates to assist content authors.
  • In collaboration with other concerned parties, develop and implement an ongoing training programme to instruct users on how to operate the content management system and to build a broader understanding of good practices.
  • Assist in craftingand implementinga digital presence communication strategy to support IFAD's mandate.

Social Media

  • Coordinate IFAD's on-line engagement on social media channels encouraging content creation and curation across the organization
  • Seize opportunities and explore new partnerships for outreach and engagement which strengthen IFAD's position as a global leader in rural development and agriculture .
  • Monitor the conversation about IFAD on social media and when necessary make recommendations for reputational risk management.
  • Plan, recommend creative approaches and implement social media campaigns, developing rich content plans and coordinating video, text and graphic design inputs.
  • Maintain IFAD's social media guidelines to ensure they accurately reflect developments in the spectrum of social media platforms and that they are in line with the organization's policy regarding staff engagement.

Qualifications and Skills Required

Education and experience

  • Advanced University degree in Journalism, Communication, Social Sciences, computer sciences or any relevant field. The advanced university degree may be substituted by a first university degree (Bachelor or equivalent) plus at least four additional years of relevant professional experience, over and above the minimum number of years of experience as stipulated below.
  • At least 5 years of relevant working experience in communication and web development.
  • Experience designing and implementing social media campaigns.

Technical/behavioural competencies

  • Excellent knowledge of social media platforms, such as Facebook, twitter, YouTube, LinkedIn, vine, Tumblr, Pin It, Flickr, Instagram, etc., and in-depth understanding of how they operate and of the demographics they target.
  • Familiarity with SEO, HTML, HTML5, CSS, XML, JavaScript, Life Ray, Java
  • Knowledge of web services, operating systems and internet applications.
  • Familiarity with web design, development tools and an excellent understanding of requirements of standard bodies such as the World Wide Web Association. Good understanding of web management and social media good practices.
  • Ability to work effectively with a multidisciplinary and multicultural team.
  • Excellent organisational and planning skills. Proven ability to multitask and work successfully in a fast-paced environment, delivering desired results on deadline.
  • Proven ability to generate innovative solutions.

Languages and other skills

  • Full command of English is essential; working knowledge of at least one other IFAD official language is desirable.
  • Strong written, verbal, and visual communication skills.
