Senior Quality Assurance Officer

The EIB, the European Union's bank, is seeking to recruit for its Corporate Services Directorate (CS) - Buildings and Logistics Department (BLD) at its headquarters in Luxembourg, a:

 

(Senior) Quality Assurance Officer

The term of this contract will be 4 years

 

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.        

 

Purpose

The (Senior) Quality Assurance Officer will contribute to the overall quality management for Facilities Management (FM) solutions and services, by defining standards, processes and procedures across all FM activity domains; ensuring a systematic measurement, comparison with the standard, monitoring of processes and continuously improving the quality of FM solutions and services.

Specific Post Environment and Operating Network

The incumbent will report and work under the direct supervision of the Director BLD.

Internally, s/he will interact with all entities within BLD Department, CS Coordination, CS Internal Communication, Systems and Analytics Division, CS Information Management and Procurement Department. Externally, s/he will interact with service providers and consultants.

Accountabilities

  • Contributing to the definition of strategies, policies and procedures for professional quality management across BLD/FM activity domains
  • Designing an overall Quality Management system for FM products and services, based on best practices and standards, this includes:
  • Ensuring alignment of FM product & process descriptions with the European Facilities Management norm (EN 15221), as well as with the specific requirements defined by Corporate Services Business Process Modelling Initiative (BPM)
  • Defining standards, processes and procedures to ensure fulfilment of quality criteria and continuously improving the quality of FM solutions and services, this may include:
  • Analysing client business requirements for FM solutions and services
  • Designing new and critically analyse existing FM business processes and standards
  • Reviewing / updating and improving FM procedure manuals and guides
  • Reporting regularly on contract performance according to contractual provisions
  • Ensuring continuous improvement (right-sizing) of contracts based on FM’s smart outsourcing model, and providing input for the timely preparation of new tenders, as appropriate
  • Contributing to BLD’s periodic activity reporting, dashboards and annual reports
  • Stay abreast of developments in the domain of Quality Assurance, quality management and benchmarking of FM services (EN norm 15221, ISO 9001)

   Qualifications

  • University degree in Economics, Facilities Management or another relevant domain
  • At least 5 years of professional experience in Quality Assurance Management and Business Process re-engineering / Business Analysis
  • Practical experience in contract management and project management
  • Coordinating assignments  carried out by external consultant
  • Experience working in a team-orientated collaborative environment
  • Experience in working in a multi-cultural environment

  

Key technical/professional knowledge and skills 

  • Proven skills in the domain of Quality Assurance and Quality Control
  • Practical knowledge of Quality norms and standards, including the EN Norm for Facilities Management EN 15221
  • Ability to critically analyse existing and design new business processes in a services industry
  • Good understanding of contract management and procurement regulations and practices
  • Knowledge of effective change management processes and procedures
  • Practical knowledge in using IT applications for Process Modelling such as ARIS, IBM Rational System Architect
  • Proven ability to exercise initiative, to work to tight deadlines and handle multiple competing priorities
  • Proven ability to establish and maintain effective working relationships with others in a team environment and with people of diverse culture and nationalities
  • Ability to communicate effectively both written and verbally
  • Fluent in English with very good command of French (*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
